Plan International Kenya’s strategic goal in the next five years is to end both teenage pregnancies and violence against children. We aim to help create an enabling environment where girls and young women are safe, valued, equally cared for, and have equal opportunities. PIK will contribute to the global strategy by aiming to reach directly approximately 3 million (tbc) girls and Young Women over the period of the strategy 2021-2025 and to reach additional beneficiaries through its interventions.
With approximately 38 years of experience in implementing its programme, Plan International Kenya (PIK) mainly operates in nine geographical areas; Nairobi, Machakos, Kajiado, Tharaka-Nithi, Siaya, Kwale, Kilifi, Homa Bay and Kisumu.
Due to location, geography and climate variability, Kenya continues to face threats that are eroding the resilience that households caring for children and particularly girls face. Girls continue to bear the brunt of emergencies experienced in the country. Mitigating against climate change and related disasters is critical to improving outcomes for girls and young women. The advisor is responsible for contributing to programme and policy advisory services as well as alignment with our country strategy.
The Resilience and Emergency Response Advisor serves as the principle advisor for Plan Kenya in DRM, disaster resilience and the linkages between DRM, climate change adaptation, and the nexus between development cooperation and humanitarian response. The role will provide thematic development on DRM in Plan Kenya and will provide technical leadership and oversee the implementation of the country DRM strategy in compliance with the DRM Policy at the Country level. S/he will also provide strategic and operational leadership to DRM and climate change programmes and resilience, strategies, procedures, and structures. The incumbent will lead processes of identifying disaster risks; building community resilience, preparedness and mitigation measures; institutional capacity building; and documentation and sharing of best practices. S/he will provide technical backstopping to Disaster Risk Management and resilience building strategic objectives of the Plan International Kenya Country Strategy so that marginalized adolescent girls, boys and young people enjoy their rights in inclusive, resilient and secure communities. The position will contribute to business development by supporting intelligence gathering, proposal development, advocacy and donor engagement to deliver on Plan Kenya’s bold ambitions for girls and youth in Kenya.
The incumbent will drive intended results and outcomes for this area of work.  Key to this will be the delivery of related strategies that contribute to the protection of girls and young women in emergencies and in resilience building for the communities Plan Kenya works with. The role will ensure that DRM, climate change and resilience building issues are brought into the mainstream of our country program in the different local and national contexts.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
DRM strategy design, planning and implementation – 30%Take leadership in defining the DRM and resilience strategy for PIK and provide guidance in development of PIK’s implementation strategy. Deliver a policy and advocacy strategy that increases Plan Kenya’s advocacy impact for girls and young women in emergencies with the Kenya government and other external stakeholders where necessary;Advocate and negotiate with high level technical experts and government officials, parliamentarians and CSOs;Conduct policy analysis to inform advocacy issues and establish maintenance of dialogue with key decision makers within government;Provide technical expertise in on key thematic areas, as appropriate;In close collaborating with our influencing advisor and communications team, create communications to influence engagement of girls in pertinent policy engagement, and increase in civil society support for protection of girls in emergencies;Analysis of political, social and economic trends and drives formulation and design of relevant DRM and resilience building initiatives;Supports implementation of program strategies related to DRM and that are focused on achievement of results and outcomes for children, especially girls, young women and their families.Lead conceptualization of the CO Disaster Risk Management strategy in line with the regional and global DRM prioritiesLead in building CMT and PIK capacity for Preparedness and contingency planningContinuously monitor the national assessment and analysis of disaster risks for contingency preparedness, planning and response.Work with different Plan departments to establish disaster information database covering all possible technical, supply chain , human resource, communications, logistics and other needs for immediate response.Lead the emergency response and resilience initiatives in the country.Work with program teams to provide evidence of emergency and resilience building interventions and best practices through documentation and dissemination of lessons learnt.Represent Plan Kenya in relevant national DRM technical working groups and thematic clusters.Leads the CO in identification, prevention and mitigation of disasters and advise the management on the effect of the same on children and especially girls within the operation areas and beyond to facilitate timely decision making on response.Provides effective technical support to project teams in rolling out of DRR and climate change interventions in the Country Office and within sponsorship & grants projects implemented in the Program Units.Identifies and uses multiple sources of evidence, including demographic, vulnerability (consideration of differential impact of crises in relation to gender, age, disability and other groups), multi-hazard risk assessment, political economy, sector-specific, and other assessment data in order to develop robust and comprehensive analysis of risk and need 2. Program Quality in DRM – 30%Work with programme teams to design and oversee implementation of disaster response programs in line with Plan Global DRM policy, country strategy, national and international emergency standards and guidelines.
Drive country office staff capacity in DRM and resilience building programming by providing in-country assistance to build the capacity of teams as well as program and government partners, while keeping abreast of global and emerging evidence with a view to disseminating both internally and externally;Responsible for the design and implementation of high quality and effective resilience programmes.Continuously analyse, compile and share reports from the different agencies and government institutions charged with early warning monitoring and reporting. Provide technical support and guidance to country DRM team during emergency assessments, related surveys and studies.Provide technical support and back stopping of project activities as may be required;Build an Emergency Response team within the CO that is well prepared to deploy within the country and beyond during emergencies;In close consultation with Program Unit managers, provides timely reports, as may be required on the Plan Kenya’s DRM, climate change and resilience program portfolio, including updates on program/project challenges and successes. 3. Engagement, Networking and Advocacy 10%Support the creation of strategic partnerships and resource mobilisation strategy to further funding ambition and positioning of Plan Kenya as a key actor in DRM spaces in furtherance to our ambition to protect girls in emergencies;
Establish and maintain strategic contacts with agencies in the emergency resilience and climate change including UNICEF, Government, INGOs, Universities, Research Institutions, Donors and EmbassiesEnsure Plan Kenya representation in key strategic DRR/DRM and Climate change working groups and forumsParticipate in joint technical coordination, planning and review meetings for DRR and Environment and Climate Change plans and initiatives within the organization and externally including with governmentDevelop and communicates relevant information for a variety of audiences for advocating for Plan Kenya’s comparative advantage and purpose;Actively participates in DRM and resiliency building eco-systems with the global hub and regional teams as well as within Kenya’s community of practice;Support the identification and systematic inclusion of all key climate change adaptation stakeholders, at national, regional and local levels in DRM/CCA activities. Cultivate and maintain strong professional partnerships in this regard. 4. Capacity Development – 10%Assess and strengthen staff and partners’ capacity in disaster preparedness response and resilience building.Ensure all programme/operations staff are aware of core humanitarian standards (people in aid, sphere, Plan International standards etc.Enhance skills and capacities of staff and partners in DRR and Climate change Adaptation and resilience strategies and successful models in the sector.
5. Fundraising – 10%Identifies the emergence of funding opportunities and drives project/program design to secure funding for Plan Kenya in DRM, climate change and resilience building.
Contribute to the growth of Plan Kenya’s DRM portfolio by directly contributing to Plan Kenya’s proposal development, including the writing, reviewing and/or editing of technical proposals.Work in liaison with the Business Development team to identify funding opportunities and support development of project concept notes and proposals for funding.Participate in Go-No Go Processes, write ups, meeting with prospective donors and submission of concepts/proposalsTechnically support Business Development team to develop proposals/concepts to prospective donors for DRR and Climate change and resilience building in generalMaintain working relationship with strategic donors. 5. Others – 5%Carry out any duties that may be assigned from time to time by the supervisor
Participate and contribute in committees and task forces as may be signed from time to time
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) – 5%Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.  Technical expertise, skills and knowledge
Qualifications/ experience essential:Masters degree in disaster management, risk reduction, environmental management, climate change and adaptation, agriculture, nutrition, earth sciences, social sciences, urban, regional planning or any other related field.
A minimum of 7 years’ experience, three of which are in implementing of disaster risk reduction and/or disaster preparedness, climate change and or resilience building interventions at local or national level, preferably with an International Non-Governmental Organization.Proven experience in disaster risk management, resilience building, girls in emergency and/or humanitarian response with a focus on girls and young women in emergency, in urban contexts as well;Demonstrated understanding of emergency response policy, practice, standards and guidelines in KenyaAbility and experience in coordinating teams during emergency response.Ability to network and maintain good partnerships with emergency technical working groups, clusters, national and county disaster management teams. Detailed working knowledge in disaster management, risk reduction, resilience building at community and family level and climate change mitigation approaches and its application in development and humanitarian/ emergency projects;Ability to establish and maintain partnership with agencies working in disaster risk management Proven experience in providing technical assistance to complex DRM, resilience building and climate change adaptation;Commitment to Plan Kenya’s position on promoting girls’ rights and gender equality and integrating all these aspects in their day to day work
Qualifications/ experience desirable: Demonstrated application of technical principles and concepts in DRR/DRM. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
Strong experience and skills in networking and building relations with donors and peer organisations.  Demonstrated understanding of how to position on organisation to be a thought leader and influencer in DRR/DRM. Knowledte or experience in working in emergency/humanitarian response is an added advantage. Languages requiredHigh level English oral and written communication skills, including representation and liaison skills. Knowledge of Kiswahili an added advantage
