ROLE PURPOSE
Refugees in Rwanda face a hazardous food security situation as a result of their limited livelihood opportunities, notably their lack of access to land for cultivation, and are therefore mainly reliant on different food and cash assistance interventions to meet their food and nutrition needs.
Plan International Rwanda is currently seeking applications from qualified candidates for a Project Manager position for an anticipated donor-funded project to implement in Six Refugee Camps in Rwanda. This is a full time project manager position and will be required to oversee the coordination and supervision of all nutrition focused interventions within this funded project in refugee camps.
The Project Manager will provide overall management and supervision of the project activities in liaison with other project staff and the target beneficiaries to ensure that the project’s objectivities and results are achieved in a timely manner and according to the agreed standards in the project framework and in the grant agreement document.
Dimensions of the Role
The Project Manager reports directly to the Emergency Response Manager. The Project Manager directly line manages seven staff (Nutrition Officers located in camps). S/he manages a restricted donor funded budget for the period of 9 months with possibility of extension. S/he may manage other incentive workers as necessary. S/he oversees the management and implementation of all project activities in collaboration with the ERM, the Business Development Manager, Communication and Advocacy Manager and other Program staff.  The incumbent is a member of various thematic networks and participate to the development of various reports including media reports at country, regional and global levels. This position will be a fixed term contract with possibility to renew (contingent on renewed funding).
Accountabilities
In collaboration with the Emergency Response Manager (ERM), s/he will:
Directly line manage and supervise recruited nutrition officers;
Oversee the proper and timely completion of the nutrition focus project in Six Refugee Camps in Rwanda;
Contribute to the project planning and design for activities with implementing partners, including contributing to the budget, project description and work plan, and supervising the development of POs in SAP;
Supervise and ensure that the nutrition officers develop camp-based work/action plans aligned with spending plans for each result;
Oversee the implementation and expenditures of the project by working closely with the grants accountant and the ERM;
Ensure the review of monitoring and data management by the M&E officer and the review of progress and final reports to donors to ensure program quality and achievement of targets, results and objectives;
Provide technical support by means of advice and training to the emergency staff in the area of child protection and adolescent girls programming;
Provide organizational support to the teams in the camps and monitor implementation of activities by undertaking regular field visits and on-the-job training;
Attend and participate in sectorial coordination mechanisms with other implementing partners at Kigali level, including participation in (technical) meetings for emergency response in the area of nutrition;
With the support of ERM and the Business Development Manager, design innovative projects and scale up this project to increase local and external income as well as to reach more vulnerable children/youth;
Ascertain that Program Quality Policy and procedures  are included in project management and ensure their mainstreaming in programming;
Ensure services are gender-sensitive and child-friendly.
Key deliverables and indicators for success
Progress reports (financial and technical) in accordance with donor/grants reporting requirements submitted in time;
Regular participation in coordination meetings at the national level;
Monthly field visits to support the teams in the camps
