BACKGROUND
Plan International Cameroon has diversified and is growing its grants portfolio to meet up with the humanitarian crisis resulting from the social/security upheaval in the North West and South West regions which has led to a large number of internally displaced persons. Before this current crisis, there were flux of refugees from Nigeria because of Boko Haram insurgency as well as refugees from Central African Republic resulting from the civil war. Furthermore the geographical spread of Plan International Cameroon activities makes it very challenging for the two staff to adequately cover all its ongoing humanitarian and development operations regularly and satisfactorily.
In order to meet up with these emergencies, Plan has acquired grants from various donors such as UN agencies which have short lifespans (3 to 6 months). Subsequently funding are based on satisfactory performance of previous funds granted for project implementation. This requires permanent programmatic and financial controls, timely and accurate reporting to ensure that donors and beneficiaries expectations are met in accordance with the provisions of the donors’ agreement.
To adequately follow up on the above demands, management requires up-to-date information on the nature and substance of the state of delivery of its objectives in the field and the various associated risks.
CONTEXT
The grant portfolio has increased in number and volume which requires particular attention to ensure that donors expectation are met and Plan’s grant policy is scrupulously adhered to. There are 72 grants needing attention in FY19 in addition to other responsibilities such as trainings, risk management, suppliers’ lists/assets verifications and various departmental controls (Program, Finance, Sponsorship, Administration, HR, security, child safeguarding, gender and the PUs). This is certainly a huge task for two staff. Despite their best intentions and capacities it will not be possible to do a satisfactory job and meet management expectations.
It is in the light of the above that management has decided to recruit internal control trainees to provide support to the internal control function to permit her to adequately review and submit reports that will enable management to take timely decisions to address any control weaknesses identified which may negatively impact grant management.
Proposal

Duration of contract: – Internal control trainees will be contracted for a period of six months.
Qualification
Degree in accounting, finance or economic management. An affiliate of any recognised accounting or auditing body will be an added advantage.
Applications are encouraged from candidates of both English and French expressions with or without working experience who are ready to learn and build their capacities in house.
Methodology
The internal control trainee will work under the direct supervision of the internal controller.
The different tasks will be defined and apportioned by the internal controller. Based on the approved internal control yearly work plan, each internal control trainee will be assigned activities to accomplish. Work will include but not limited to desk review, field visits and testing. Testing will include testing effectiveness of controls and substantive testing involving analytical procedures, enquiry, inspection, observation and recalculation/re-performance.
Objectives
Each internal control trainee will carry out the following task amongst others Review of disbursement/journal vouchers
Review staff and partner advances
Review petty cash vouchers and petty cash control
Review budget versus actual report for each grant
Review bank reconciliation reports
Review fuel replenishment
Undertake inventory of assets
Submit a comprehensive report at the end of each control activity.
Orientation
On recruitment, the internal control trainees will be initiated on the following components:
Control environment in Plan International Cameroon
Risk management
Control activities
Information and communication
Monitoring
Segregation of duty
Conflict of interest
Budget management
Project control……………………etc.
This orientation will provide them with the necessary tools to effectively undertake their assignment in Plan International Cameroon.
Expected results
Submit timely reports on tasks detailing what was accomplished, difficulties and challenges encountered with concrete proposal within policy to address identified control weaknesses.
