In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane and Nampula. Our work is gender transformative and includes influencing work at national and sub-regional level.

Dimensions of the Role

The post holder will be accountable to manage the Gender and Influencing budget, ensure that the organization is following the global deliverable in gender and Influencing issues are cascaded into programming. Provide adequately support to projects implemented in the Program Areas. Represent the organization in national and international forums.

Accountabilities

  • Establish Plan International Mozambique  as an organisation effectively contributing to long-term change making in areas such as law, policy, budget and behaviour within Gender and Influencing scope;
  • Undertake in-depth power and policy analysis of the structures, systems and networks in the country to identify opportunities for changes in law, policy, budget and behaviour at the national level that will drive the achievement of the strategic goals and objectives set by the country strategy;
  • Lead and manage the design and implementation of the Influencing Strategy in coordination with staff and partners, by taking an integrated approach to influencing.
  • Review and update the Influencing strategy as appropriate in response to the evolving context;
  • Ensure the Plan International Mozambique Influencing Strategy and initiatives are aligned with both the Country and Global strategies;
  • Ensure strong linkages with the Programmes and Monitoring, Evaluations Accountability and Learning (MEAL) staff so that advocacy and policy approaches are based on evidence (lessons from the field, case studies , FGD, research when needed, etc.);
  • Identify and build strategic partnerships and engagement with organisations, networks, political contacts and other key stakeholders to further Plan in the delivery of its influencing agenda;
  • Develop materials to support influencing, including reports, briefing materials and key messages for a variety of stakeholders;
  • Contribute to the development of gender transformative brochures, leaflets and fliers to inform stakeholders about progress towards gender equality;
  • Design and deliver strategic influencing activities, such as workshops and events;
  • Represent Plan at meetings and events where necessary;
  • Monitor and report on Plan International Mozambique progress in influencing and its contribution to change making, including to donors where relevant;
  • Work with Regional Office and International Headquarters to strengthen and support influencing;
  • Collaborate with the Regional Office and neighbouring country offices on key region-wide initiatives (e.g. centres of excellence);
  • Ensure that the country programming is within the new program and influencing policy;

 

  • Spearhead the implementation of Gender transformative approaches in programmes and projects implemented in PA s as well as campaign initiatives on gender;
  • Contribute to other Regional and global levels strategy development and realization in the area of Gender equality and mainstreaming;
  • Support the development of strategies to ensure Gender equality is mainstreamed in Plan International Mozambique organizational processes;
  • Provide technical advice/support and assistance to partners (government officials and other partners) in the planning and implementation of projects;
  • Participate and represent Plan on all gender related networks, and clusters at national level, and where necessary recommend support from Plan International Mozambique for such structures to function effectively;
  • Support in capacity building in areas of gender transformative, champions of change methodology and influencing of staff, partners children and youth groups;
  • Ensure the implementation of the champions of change methodology in programs across the organization;
  • Perform any other duties within the scope of the position as assigned by the supervisor.
