In Mozambique we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane Sofala and Nampula provinces. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, Youth Economic Empowerment and climate change. Our work is gender transformative and includes influencing work at national and sub-regional level. 
Plan International is seeking a Finance and Operations Director for an anticipated USAID-funded Education program in Mozambique. This program will support the result areas of the USAID Mozambique Mission’s Human Capacity strategic goal under the USAID Advancing Girls’ Education (AGE) activity, with the purpose of increasing safety of girls in school through mobilizing communities and to expand girls’ access to quality education and improve learning outcomes for girls in upper primary and secondary grades.
The Finance and Operations Director is responsible for overseeing project finances and administrative operations in accordance with relevant USAID regulations and in line with Plan’s financial and administrative management policy provisions. The Finance and Operations Director will supervise financial reporting on grant performance and will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, and assuring timely preparation of donor financial reports. This position is contingent upon award of the project by the donor.

LEVEL OF CONTACT WITH CHILDREN
Mid contact: Occasional interaction with children 
PHYSICAL ENVIRONMENT•    Typical Office environment with 10% travel in Country.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES•    Provide oversight of financial and administrative management of the project in compliance with donor’s rules and regulations.•    Supervise all financial management to ensure best use of resources through sound budgeting, monitoring of project expenses, and timely preparation of donor financial reports.•    Develop and implement monthly project-wide financial review (project tracker) and analysis, as well as provide timely and reliable financial information for decision-making.•    Develop strategic planning, work planning, and budgeting processes. •    Manage logistics and procurement surrounding project processes•    Prepare financial reports for donors.
Internal Financial Controls:•    Maintain strong internal policies, processes, and controls systems in order to provide timely, consistent and accurate financial and budget management.•    Follows up on audit recommendations and actions related to financial and operational management of the project. •    Ensure finance related audit actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms of audit reports•    Work closely with Plan International USA home office and Plan Mozambique country office staff on internal and external financial reviews and audits; work closely with project finance/grants/administrative staff and sub-grantees to ensure appropriate implementation of same.•    Perform risk analysis to identify high risk areas and put in place mitigation measures and monitor implementation of the same
Capability Building and People Management:•    Manage a team of finance and operations staff of the project•    Provide overall vision and direction to the team in coordination, planning, prioritization, coaching and supervision.•    Support staff to understand and comply with the donor and organizational procedures and policies.•    Ensure the finance and operations teams operates as high-performance team and have clear accountability lines (direct and matrix)•    Socialize and nurture Plan Values and Behaviours. •    Create an enabling working environment across to foster excellent teamwork and high performing staff.•    Create a safe working place safeguarding. •    Establish, communicate and monitor standards of performance and behaviours of the team through development of Individual Accountability Plans (IAP), and key performance indicators (KPI’s) that are agreed annually, and monitored and updated regularly.•    Support team members to gain the necessary skills through learning and development •    Engage in the performance management of functional subordinates. 
Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) (%)•    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.•    Ensures that Humanitarian Program staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;•    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team; •    Ensures that Plan Mozambique contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
