All programs must include a U.S. cultural element, or connection with U.S. expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.

PAS is more likely to fund programs that directly support the Integrated Country Strategy, which can be found under Western Hemisphere The program should explore the function of law enforcement in addressing violent crimes and organize community meetings to promote values and practices that demonstrate respect for and adherence to the law.

The grantee should explore the ramifications for communities that have lost confidence in their police force or judicial system and propose strategies to regain the communities’ trust in law enforcement.
