Job Description

With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

Tools for Integrated Management of Childhood Illness (TIMCI) is a global effort led by PATH to accelerate availability, adoption and scale-up of tools to identify severe illness and decrease mortality in children under five years of age. PATH and its primary partner, the Swiss Tropical and Public Health Institute (Swiss TPH), are implementing a four-year project with funding from Unitaid in four countries: Kenya, Senegal, Tanzania, and the Indian state of Uttar Pradesh. TIMCI has two major goals that both seek to improve detection of severe disease in children under five: 1) to improve healthcare workers’ ability to diagnose severe disease by equipping them with pulse oximeters (POX) and electronic decision support tools; and 2) to accelerate the development and market entry of non-invasive devices that augment the features of a standard POX with one or more additional vital sign measurements.

Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE) project is an initiative led by PATH to improve equitable access to high-quality respiratory care services at all levels of the health care system and ultimately, reduce maternal, child, and overall mortality from hypoxemia-related causes. Working closely with global and country stakeholders, including in Senegal, the initiative supports governments and partners in focus geographies to push forward efforts to reinforce oxygen and respiratory care systems as necessary components of national health care systems, pandemic preparedness, and global health architecture.

PATH is seeking an Advocacy and Communication Officer who will work closely with the Project team in Senegal office and the staff in PATH Headquarters to advance critical communications and advocacy issues in the country. Working under the management and direction of the Country Team Lead, the Communications and Advocacy Officer will support the development and implementation of the Communications and Advocacy workstream for the TIMCI & SOURCE projects.

Key Duties and Responsibilities:

  • Actively engage with PATH staff, country partners, and other key stakeholders to gain alignment and ensure high quality delivery of project outputs.
  • Collect information to inform program implementation by designing and conducting desk research, stakeholder interviews and other tactics.
  • Develop & Implement country advocacy strategies for the TIMCI and SOURCE projects, including stakeholder and policy landscape, development of targeted advocacy plans, and development of supportive communications activities
  • Work closely with the project teams, government, and other key stakeholders to deploy and implement Communications and Advocacy strategy.
  • Administer all aspects of the local communications and advocacy work for TIMCI and SOURCE; liaise with the global communications and advocacy teams and ensure collaboration and alignment.
  • Work with the Program Assistant to ensure proper planning, logistics, scheduling in support of workshops and other meetings such as kickoffs, Technical Working Groups, policy or strategy sessions, trainings, procurement services and others.
  • Support community engagement through partners and civil society organizations to support project implementation
  • Develop and manage communication and advocacy materials from concept to completion through research, writing, editing, formatting, proofreading, and basic design—e.g. newsletters, fact sheets, project documentation such as presentations and reports, web copy, blog posts, policy briefings, letters, submissions and other communications and advocacy products.
  • Follow progress on activities and budgets and evaluate the impact of interventions (in collaboration with program officer)
  • Ensure that communications are appropriate and compelling for the intended audience and purpose, are clearly and effectively organized and written, and are consistent with organizational goals and priorities.
  • Other support on Advocacy and Communication required by the Country office

Required Experience

  • Bachelor’s degree in public policy, public health, communications, or related field.
  • Minimum of 3-4 years of experience in communications, advocacy and/or marketing. Experience in technology or global health-related communications and advocacy preferred.
  • Demonstrated ability to create compelling written materials in a range of formats and for a variety of audiences, including donor, government, and corporate audiences locally, regionally, and globally.
  • Demonstrated ability to translate scientific and technical material into stories and content that engage and resonate with target audiences.
  • Expertise in developing, implementing and monitoring work plans for communication and advocacy
  • Demonstrated ability to manage multiple digital and traditional communication channels, including social media, web sites, and knowledge management platforms.
  • Strong organizational skills and the ability to juggle multiple demands, manage shifting priorities, and meet deadlines.
  • Ability to work in a highly collaborative environment and as part of a cross-disciplinary, cross-cultural team.
  • Excellent oral and written skills in English and French communication; demonstrated representational experience in professional and global fora.
