Project Administrator – TIMCI, IDDS & GHS

PATH Dakar, Sénégal

Tools for Integrated Management of Childhood Illness (TIMCI) is a global effort led by PATH to accelerate availability, adoption and scale-up of tools to identify severe illness and decrease mortality in children under five years of age. PATH and its primary partners, the Swiss Tropical and Public Health Institute (Swiss TPH) and the Centre d’Excellence Africain / Santé de la Mère et de l’Enfant (CEA/SAMEF) of University of Dakar, are implementing this Unitaid funded project. TIMCI’s major goals seek to improve detection of severe disease in children under five by improving healthcare workers’ ability to diagnose severe disease by equipping them with pulse oximeters (POX) and electronic decision support tools. This potentially high impact project began in July 2019 in Senegal.

PATH is seeking a Project Administrator in Senegal who will lead the execution of projects. The Project Administrator will provide financial and administrative support to the project.

Key Roles And Responsibilities

• Monitor GHSA, IDDS & TIMCI Senegal spending against budget.
• Update the monthly financial tracker to both track current expenses and projects forward
• Ensure budget alignment with technical projects team to support programs team to monitor progress. As needed, flag issues to raise with US team
• Work with finance team to monitor and track expenses, ensuring correct coding and reporting
• Support RPMs in managing donor relations
• Support the team in adhering to USG & UNITAID rules and regulations and awards contractual obligations
• Work with programs staff and Headquarter staff to develop, finalize, and administer subawards
• Perform sub-recipient monitoring and ensure compliance with donor regulations. Report the findings to the HQ and take prompt action.
• Support team in getting contracts in place in accordance with PATH policies & procedures
• Ensure compliance with donor and PATH policies and procedures.
• Maintain Salesforce, Business World, and Box systems/files to ensure proper administrative tracking
• Lead procurement process to ensure proper planning, purchasing, mechanism and distribution of project products in compliance with PATH policies and donor regulations.
• Collaborate with programs staff and Headquarters to prepare and finalize donor financial reports.
• Support Team Leaders in developing Proposal budgets, budget narratives, as assigned
• Support Team Leaders in proposal management processes, understanding RFA/RFP requirements and ensuring these are addressed in proposals
• Enter any new opportunities into Salesforce in collaboration with HQ.

Required Skills

Required Experience

• Bachelor’s degree in accounting, finance, economics, management
• At least 6-7 years of total experience in finance, administration & procurement.
• Experience in a non-profit organization would be preferable.
• High attention to detail with analytical skills.
• Proven interpersonal skills and ability to work effectively independently and in a team.
• Proficient in Microsoft Office software suite, and ability to learn financial systems/software; SharePoint and Salesforce experience preferred.
• Fluency in English and French
• Good Excel skills
• Experience with contracting and procurement
• Sub-recipient monitoring or audit experience
Must have legal authorization to work in Senegal
