Job Description

The Director of Finance & Administration (DFA) position will support an anticipated United States Agency for International Development (USAID)/Senegal procurement designed to improve reproductive, maternal, newborn, and child health (RMNCH), family planning, nutrition, malaria, AIDS, and potentially WASH activities in the most vulnerable urban and peri-urban districts of the Dakar region. The project will strengthen the quality of routine health services, strengthen linkages between facility- and community-based services, leverage private sector resources and services, improve the capacity of the Ministry of Health (MOH) to utilize and oversee private providers, and develop interventions and innovations to tackle root causes of health disparities in urban zones.

The DFA will provide financial management and accounting oversight to the project including subrecipients as well as manage project offices. The role will also develop finance operating systems and internal controls, including compliance of the project with local laws and USAID regulations. S/he will supervise other financial and administrative project staff. This position will be based in Dakar.

Key responsibilities include but are not limited to:

  • Oversee the financial and operations aspects of the project, including budgeting, budget monitoring, logistics, procurement, subawards, and accounting/finance.
  • Establish financial systems and policies for the project, in compliance with USAID requirements, local laws, and PATH’s standard financial practices.
  • Contribute to the development of annual work plans.
  • Coordinate input for the annual budgeting process and develop and monitor project budgets.
  • Advise project staff on USAID requirements and provide training on financial management, record keeping, operational systems, and policies, as needed.
  • Analyze project expenses, including partner financial reports, on a monthly and quarterly basis.
  • Prepare monthly invoices and quarterly financial reports, including projections and forecasting.
  • Ensure preparation and submission of complete and accurate financial reports and cash requests to PATH HQ and USAID.
  • Maintain effective linkages between technical components, grants and finance, and administrative functions within the project.
  • Prepare all required documentation for accounting and audits.
  • Implement fraud mitigation practices and ensure systems and processes are executed effectively to support successful implementation of the award.
  • Supervise a team that may include project administrators, finance/administrative assistants, grants manager, and office support staff such as driver(s) and receptionist(s).

Core Competences/Required Skills:

  • Master’s degree in Business Administration, Finance, Accounting or other relevant field.
  • Professional accountancy qualification or equivalent membership of a recognized professional accountancy organization in good standing (Chartered Accountant/CPA)
  • At least ten (10) years of experience in supervising administrative and financial management of large-scale, donor-funded projects, leading finance and operations aspects of projects, including procurement, general administrative processes, subgrant management, financial management. At least five (5) years must be supervising such activities on USAID-funded projects.
  • A minimum of seven (7) years with overseeing compliance with donor requirements for activities of similar dollar value. Experience overseeing a team covering multiple aspects of financial and administrative management needed.
  • Excellent financial management skills with analytical and computer skills. Extensive experience and knowledge of financial management and reporting processes and procedures.
  • Knowledge of Generally Accepted Accounting and Auditing Principles and laws, rules and regulations, and in financial and forensic audits of donor-funded projects.
  • Financial and administrative skills, including mastery of relevant software, such as Salesforce, MS Office suite, and Quickbooks.
  • Experience in capacity building of subgrantee organizations, preferred.
  • Knowledge of Senegalese labor laws.
  • Ability to plan, organize, implement, evaluate and modify financial programs, informational support systems and processes.
  • Professional level of oral and written fluency in French and English.
