ORGANIZATIONAL CONTEXTJOB PURPOSESCOPE is WFP’s beneficiary identity and benefit management system. It is a flexible and powerful cloud-based digital solution that is used to manage beneficiary identities, targeting criteria, entitlements and integrate these into distribution cycles and payment instructions.
South Sudan’s currently using SCOPE to provides Cash Based Transfers to approximately 200,000 beneficiaries each month.
Under the general supervision and guidance of the Head of ICT, the SCOPE Consultant will report directly to the Scope Delivery Manager and  will be responsible for providing effective and efficient support to the implementation of the SCOPE Scale-up Strategy, managing the internal resources, coordinating with the Business Stakeholders (at Country Office, Regional Bureau and Headquarters level) and collaborating with external parties such as Service Providers, Cooperating Partners and other UN Agencies.
KEY ACCOUNTABILITIES (not all-inclusive) 1. Support all project plans for new and existing SCOPE Implementation projects in South Sudan. Supervise teams and oversee the day-to-day activities of the SCOPE Support Team related to the implementation of the projects, including procurement, project monitoring and evaluation. 2. Prepare, or as appropriate supervise the preparation of, progress reports, annual reports, project completion report and other reports that may be required by the stakeholders 3. Manage estimates, planning, and risk identification to ensure the delivery of new SCOPE projects in South Sudan in line to agreed time, budget, scope and quality. 4. Support Test and perform in-depth analysis of new SCOPE implementations to ensure they address business objectives, needs, requirements and process flows efficiently and effectively. 5. Prepare operational plans and manage resource requirements at the onset of SCOPE activities. 6. Monitor and evaluate budget(s), to ensure that planned SCOPE IT financial resources are used effectively. 7. Supervise the SCOPE Support Team, providing coaching, training, and guidance to ensure appropriate development and enable high performance. 8. Support effective partnerships within WFP and with partner organizations to exchange technical information. 9. Ensure effective coordination with other UN agencies to align activities and maximize possibilities of inter-agency collaboration in the field of Beneficiaries Data Management.10. Undertake field missions and duty travel as required.11. Others as required.
STANDARD MINIMUM QUALIFICATIONSEducation:1. College degree in the field of business administration, computer science or information systems.Experience: 1. More than 3 years with business and technical requirements analysis (Business Analyst) 2. More than 3 years with Project Management   3. Experience in strategic planning, risk management and/or change managementExperience in team management

FUNCTIONAL CAPABILITIES 1. Defined and documented packages (HW/SW/Services) and SOPs for SCOPE main activities: • Beneficiaries’ registration and verification (or heads count), • SCOPE cards management, printing, and distribution, • e-vouchers distribution (with retailers), • cash distribution (with financial service providers), • internal support and troubleshooting. 2. SCOPE Store and printing lab set-up and operational, 3. Support interoperability and Data sharing agreements for SCOPESupport SOP Documents for implementation plan and budget, risk and issue log and post-implementation evaluation of planned, ongoing and/or completed SCOPE projects and activities (registration, printing, distribution, etc.)
OTHER SPECIFIC JOB REQUIREMENTSDESIRED EXPERIENCES FOR ENTRY INTO THE ROLEKnowledge and skills: 1. Project management skills 2. Proficiency in project management software tools 3. Knowledge of SCOPE system is a plus
