Department purpose

The ONE Programme approach will be ensured by this department building coherence of the influencing work across the country and the subregion. Leading on support to the delivery and learning on the core, shared and emerging thematic priorities under the strategic thematic goals of the Oxfam in Senegal horizon plan. The Programmes and Influencing department will look at the transformative partnerships, as well as programme quality, learning and accountability.

Team purpose

The programmes and influence team will ensure the programmes make the proper shift, with the quality needed and taking into account all the technologies advantages to ensure the achievement of the Oxfam Country Strategy (OCS) that will build an Influencing Hub in the region.

Job purpose

The Head of Programmes and Influencing (HoPI) will have the overall responsibility for Programme Quality, Strategic development and management of the country programs that will ensure the achievement of the OCS. Support Oxfam’s impact locally, regionally, continentally and globally through ensuring program alignment to the key strategic objectives and program standards. This role ensures that the promotion of youth and women’s rights are at the heart of all Oxfam in Senegal’s work.

The impact of this post is significant, mainly within the country. The post is mainly providing specialist direction and leadership to managers and program team

The impact is extensive for programme effectiveness and quality; under/over spend of the budget, internal efficiency and legal impact.

Deputizing the Country Director, the post will have external representation on behalf of Oxfam. Enabling links within the development aid sector and with civil society, private sector, government and other partners.

Key responsibilities (Technical, Leadership, People and Resource management)

Strategic management and thought leadership

  • Under the leadership of the Country Director, lead programme strategy development with the One Programme Approach and ensuring strong gender lens and MEL across programmes and the influencing activities .
  • Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of the OCS, delivering the new Oxfam Senegal model, bringing an important political vision and political analysis to the team.
  • Provide a strategic reading and connexion with key Senegalese stakeholders, to be capable of high level advocacy representation.
  • Initiate, coordinate and lead Oxfam’s one program in Senegal ensuring it delivers on the OCS vision and objectives and championing the new ways of working embodied in the OCS.
  • Participate in the annual budget process, leading on the program budget process, and provide ongoing oversight (management and accountability) of program budgets.
  • Lead program development and delivery
  • Ensure the delivery of a country program with demonstrable impact and accountable for overall program quality and learning.
  • Lead the PQMEL Officer to develop, implement and embed a knowledge management system, that will ensure the sharing of knowledge across the program, other country programs, and the broader confederation.
  • Lead the Programme Managers and oversee the development of program and project improvement plans, to ensure effective and timely implementation of the projects and program.
  • Ensures that Women’s rights are protected and promoted in all of Oxfam’s work in Senegal
  • Work closely with the Finance Department to contribute to the risk management, ensure effective financial and budgetary control of the programmes, according to donors and OI’s policy and procedures.
  • Working closely with the Business Development Manager, identify opportunities for funding to ensure the financial sustainability of country programme of Oxfam in Senegal
  • Lead the Advocacy and Campaigns Manager, to foment good practice around power analysis, evidence-based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their program impact through WIN.
  • Oversee the partner portfolio, with specific reference to the identification of strategic partners, and building and maintaining these relationships

Coordination, networking and representation

  • Deputise for the Country Director as required.
  • Representation role with partners and other external stakeholders, adding value in high level representation with CSO, to stimulate strategic partnership from a leadership perspective.
  • Contribute in developing and facilitating links with civil society (including non-implementing partners), the private sector, academic /knowledge institutions and governments. Initiating contacts and building associations that can be used to enhance Oxfam’s work, and identifying key partners to collaborate with on the delivery of the programme.

People Development and Management

  • Ensures that team members have access to staff development opportunities, identifies and addresses capacity gaps and provides on-going counselling and support to team members.
  • Manage the program team to deliver on the OCS, providing leadership and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.
  • The HoPI with support from HR, will manage the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters.

Knowledge

  • Proven specialist knowledge in programme management
  • Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans
  • Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis.
  • Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the Senegal development context.
  • Commitment to and knowledge of creating a partner-led operational environment, with an ability to create an internal Oxfam approach that is focussed on developing and supporting partner organisations to achieve direct impact and results relating to Oxfam’s objectives.
  • Knowledge of, and experience in working with donors.

Experience

  • Proven practical experience in development programs, humanitarian response and advocacy and campaigning.
  • Extensive work with Oxfam or other international NGOs
  • Ability to develop organisational networks and associations.
  • Experience working with national and international partners and building partnerships.
  • Experience in building donor relationships and developing successful funding proposals.

Desirable

Experience of work in Senegal is an asset
