Moreover, at the heart of the Oxfam in Mali’s Country Strategy, there is Influence, Advocacy and Gender Equity for reducing Communities’ vulnerability to Internal and External Shocks and the Injustice of Poverty. Our programs will help reduce the economic marginalization of women and promote their full participation in Mali’s development

the Role

The security Advisor responsibility is to ensure that country security strategy is developed, implemented, monitored and reviewed; consistently with Oxfam policies, standards and requirements.

  • Undertake an analysis of the context and risk assessment in the country and in particular in the areas of work and intervention of Oxfam.
  • Develop on a regular basis an up-to-date context analysis and risk assessment
  • Maintain close contacts with relevant stakeholders to develop a network with key actors to ensure gathering of reliable security information
  • Develop a comprehensive and multidimensional security risk analysis in the country in order to implement and update permanently an adequate strategy of security risk management.
  • Perform risk assessments in new potential areas for intervention.
  • Travel regularly in the areas covered by the programme to help to review and update the procedures and instructions of security.
  • Manage and contribute to the update of the safety management plan in stressing the importance of regional dynamics, conflict and the acceptance by the communities of labour and the presence of Oxfam.
  • Contribute to ensure that the security situation is systematically followed in the countries and areas of intervention of Oxfam, in accordance with the protocols and tools for Oxfam.
  • Support Country Management Team in post-incident intervention and crisis in the monitoring and evaluation management.
  • Support country management staff to develop a security management system which includes a security management strategy (including detailed acceptance strategy) and plan which allows for the continuous updating of security measures.
  • Advise and support the Country Director with regard to implementing the security management system.
  • Ensure the security management system is in line with existing Oxfam security policy, protocol and approach.
  • Support the Country Director and other senior staff to manage security incidents.
  • Provide crisis management support to senior management for incident response, reporting and analysis.
  • Ensure that the supporting departments (HR, Administration and Logistics) have in place an appropriate system to facilitate good security management.
  • Ensure that humanitarian staff has the security skills and awareness that they need to be effective
  • Advise programme managers on issues of access, risk and transfer of risk whilst safeguarding humanitarian principles
  • Advise the Country Director (overall security in charge) on day-to-day security management in Mali
  • Establish network of contacts with local stakeholders such as government, NGOs, UN, partners, communities to share and exchange information.
  • Maintain permanent contract with the Security Advisor at HQ or regional level (regional humanitarian coordinator) if applicable
  • Organize regular security meetings with all staff
  • Paper on risk analysis and security strategy for Oxfam’s areas of intervention.
  • Update country security and evacuation plan on a regular basis for all the Oxfam’s offices

What we are looking for

  • Large Experience successful on security issues, planning and implementation of procedures in the context of humanitarian operations of the United Nations or NGO system.
  • Skills proven in negotiation and influence internal and external audiences, including in difficult circumstances and under pressure.
  • Good Knowledges of West Africa context and Mali security context in particular.
  • Ability to advise and assist staff in a consultative approach.
  • Excellent interpersonal communication, as well as an ability to keep his cool in all circumstances and do not lose sight of the strategic priorities.
  • Ability to be efficient and organized.
  • Perfect understanding of the importance of the gender matter in security and in humanitarian work and development.
  • An understanding of cultural differences and an ability to work in very diverse cultural contexts.
  • Perfect knowledge of the written and oral French and English are essential
