Open Call: Capacity-building Programme for safeguarding Intangible Cultural Heritage in Italy

The United Nations Educational, Scientific and Cultural Organization (UNESCO) is seeking expressions of interest (EOIs) from qualified and experienced supplier (individuals, teams or firms/institutions) to facilitate the development and delivery of a capacity-building programme on the safeguarding of intangible cultural heritage (ICH) in Italy, which shall be implemented by the UNESCO Regional Bureau for Science and Culture in Europe, in close cooperation with the General Secretariat of the Ministry of Culture of Italy.

Objective
  • The main objective of the programme is to raise awareness, advance knowledge and develop capacities of the beneficiaries for the safeguarding of intangible cultural heritage, in line with the principles and objectives of the Convention for the Safeguarding of the Intangible Cultural Heritage (hereafter ‘the 2003 Convention’). In addition, the programme is expected to improve networking and coordination among relevant stakeholders at country level.

Scope of Work

  • The programme shall be addressed primarily to the communities, groups and individuals associated to elements practiced in Italy and inscribed in the UNESCO Lists of Intangible Cultural Heritage and the Register of good safeguarding practices. Additional target groups will consist of staff from relevant administrations at the central and local levels, researchers, and other practitioners.
  • The programme is expected to include both in-person meetings (at least one opening event, with the possibility of online participation as well) and online activities, to allow for a participation as broad and inclusive as possible.
  • In particular, the selected professional(s) will be tasked with advising on the design of the training programme, develop the training content based on the UNESCO capacity-building materials on the safeguarding of intangible cultural heritage, and operate as lead expert for the delivery of the training contents.
  • Proposals are especially encouraged from teams of professionals including at least one Italian expert and an international one, to combine knowledge of the local context with international experience and impartiality.

Duration

  • The described work is to be completed during 2023, including the final reporting to UNESCO on accomplished activities.
Eligibility Criteria

The supplier acting as individual expert(s) for this assignment is expected to meet the following requirements:

  • Required
    • Master’s degree in social anthropology, social and human sciences, or related subjects;
    • Minimum 5 years of relevant professional experience in facilitating the safeguarding of intangible cultural heritage, including at the international level, with special focus on developing and delivering capacity-building training for communities and other relevant stakeholders using UNESCO tools and training materials;
    • Strong knowledge of the 2003 Convention;
    • Excellent organizational skills and proven ability to deliver consultancy products and services within deadlines.
  • Desired
    • Knowledge of the relevant institutional and operational framework in the beneficiary country.
  • Duty station and travel
    • The assignment is expected to be carried remotely, with one or more field visits to Italy to facilitate in-person meeting(s) as per the final training programme.
  • Languages
    • The working languages for the activity will be English and Italian.
