Result of Service

The ultimate result of consultancy is the completion and submission of the detailed verification report for Botswana, Gambia, and Zimbabwe on its consumption of HCFCs during the period January-December 2018, 2019, 2020 and 2021 Botswana, Gambia, and Zimbabwe considering various rules/guidance of the Executive Committee of the Multilateral Fund.

Duties and Responsibilities

UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development with the United Nations system and serves as an authoritative advocate for the global environment. This position is in UNEP’s Africa Office.

During the assignment, the consultant will work under the supervision of the Montreal Protocol Regional Coordinator for Anglophone Africa, Mr Patrick Salifu

UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP’s OzonAction’s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fund’s Executive Committee. At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground.

At the 88th Meeting of the Ex-Com in November 2021, the Ex-Com approved funding for conducting verification of national HCFC consumption for 2018-2021 as part of the activities for the implementation of HPMP in Botswana, Gambia and Zimbabwe (BOT/PHA/88/TAS/28; GAM/PHA/88/TAS/43; ZIM/PHA/88/TAS/64). These approved projects are for UNEP to implement, and it is separate from Gambia’s, Botswana’s and Zimbabwe’s HPMP project. The Ex-Com further decided that the verification reports should be submitted 60 days prior to the applicable Ex-Com meeting for which the funding is being requested. The implementation of this verification will be coordinated by Regional Montreal Protocol Coordinator for Anglophone Network , UN Environment, Africa Office.

UN Environment, Africa Office is therefore recruiting an independent consultant to conduct verification of actual consumption of Annex C, Group I chemicals (HCFCs) during January-December 2018/2019/2020/2021 and preparation of the verification report considering various rules/guidance of the Ex-com.

The consultant will undertake the following tasks:

1. Hold physical or virtual meetings with relevant stakeholders.

2. Review national legislation, policies and procedures on ozone depleting substances (ODS) imports/exports.

3. Describe and summarize the process of issuing licenses.

4. Assess the licensing, quota, import control and monitoring system should be carried out.

5. Collect and review official statistics on imports/export maintained by Customs Department, representative samples of reports from importers/exporters and where available of distributors.

6. Analysis and compare various data collected from various sources.

7. Conclude the exercise by discussing conclusions and recommendations.

8. Provide statements on whether the country has met the consumption targets specified in the Agreement between the country and Executive Committee.

9. In addition, the consultant will provide its draft to the UN Environment for review and comments and finalize the draft with the consideration of the comments received from UN Environment. The consultant will also need to assist UN Environment to clarify and respond to issues and questions raised by the Multilateral Fund Secretariat during its review, and make necessary changes following discussion and agreement with the Multilateral Fund Secretariat.

Qualifications/special skills

Academic Qualifications: Advanced university degree (master’s degree or equivalent) in engineering or environmental science or related area is required. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advance degree.

Experience: A minimum of 5 years of progressively responsible experience in engineering, environmental science, or related field is required.Knowledge of technical issues of ozone depleting substances, experience in the implementation of Montreal Protocol activities and experience in data collection, review and management at the national level regarding HCFCs or related substances is an added advantage

Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
