Result of Service

As a result of the service the consultant will provide the following outputs:

Final Output: First draft of the Voluntary Local Review of the City of Madrid

Intermedium Outputs:

• Conceptualization note, including workplan, scope, draft index of chapters and tentative annexes of the VLR draft.

• Core chapter of the Voluntary Local Review of the City of Madrid draft, specifically referring to the progress of the Localization Strategy indicators

• Recommendations note on the development of different chapters included in the VLR different from the core chapter

Duties and Responsibilities

1. BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206.

The project “Support to the Monitoring and Reporting Process of the 2030 Agenda and the New Urban Agenda in the City of Madrid” implemented by UN-Habitat, aims to strengthen the capacities of local governments partners of the New Urban Agenda, so that they can respond to the opportunities and challenges of sustainable urbanization, in the context of the 2030 Agenda for Sustainable Development and the New Urban Agenda. This project is funded by the City Council of Madrid.

After a complex process of proposals, debates and agreements with political factors and social actors for the development and implementation of a strategy for localizing the SDGs in Madrid, the Madrid City Council has approved the Strategy for Localizing the SDGs of the Agenda 2030 in Madrid. Starting from the lines of the Government Plan, and from an analysis of their convergences with the SDGs, it establishes its own monitoring framework with a set of local indicators in order to evaluate the implementation process. Due to its complex, interdisciplinary and inter-institutional nature, the project involves working with other partners under the coordination of the Delegated Area of Internationalization and Cooperation, within the Government Area of the Deputy-Mayor.

The approval of this Strategy has been a fundamental step in the localization process. The document foresees, as part of the established follow-up mechanisms, the preparation of Voluntary Local Reviews on the progress of its implementation. In this sense, the project will support the process of formulating the first Madrid VLR on the progress in the implementation of the 2030 Agenda.

As part of the activities included in the aforementioned project, UN-Habitat will provide technical support to the City Council of Madrid in the process of defining the first Voluntary Local Review (VLR) on the progress in the implementation of the 2030 Agenda in the city. Within the framework of this process, led by the City Council, UN-Habitat will promote the following actions:

• “Piloting” of the Global Urban Monitoring Framework (GUMF) in the city of Madrid, including the adaptation – alignment of the GUMF in relation to the monitoring framework established in the Madrid 2030 Strategy.

• Support in the preparation of the first VLR of Madrid, including general orientation, drafting and participation of the VLR process.

The implementation of these two activities in a coordinated manner will make it possible to consolidate the use of tools for monitoring and reporting progress in relation to the fulfilment of global agendas in the city of Madrid, particularly the New Urban Agenda and 2030 Agenda, and will also make it possible to promote the development of evidence-based policies.

UN-Habitat intends to contract a Consultant for Technical Support to elaborate the first draft of Madrid City´s Voluntary Local Review (VLR).

2. RESPONSIBILITIES

Under the supervision of the Head of UN-Habitat Office in Spain, the Consultant for the Technical Support will be responsible of elaborating the first draft of Madrid City´s Voluntary Local Review (VLR).Within this assignment, the consultant must carry out the following activities

a. Hold inception meetings with the City Council to define the scope and focus of the VLR.

b. Review the regulatory framework of the UN – in general – and UN-Habitat – in particular -, as well as other relevant normative documentation in relation to the development of VLRs.

c. Develop the general conceptualization and proposal of the VLR index, ensuring consistency with the VLR guidelines developed by UN-Habitat and UCLG.

d. Review and analyze the different documents and progress reports from Madrid in relation to the implementation of the 2030 Agenda in the city.

e. Conduct a detailed analysis of the document prepared by the Madrid City Council: 2020 Monitoring Report – Strategy for the location of Sustainable Development Goals of the 2030 Agenda in the city of Madrid.

f. Based on the analysis carried out in the previous point, draft the core chapter of the VLR, specifically referring to the progress of the Localization Strategy indicators.

g. Provide comments and recommendations for the development of other chapters to be included in the VLR report, as well as for their coherent integration with the core chapter.

h. Hold periodic coordination meetings with the UN-Habitat team and Madrid City Council, and provide accurate information on the progress of the work.

i. Integrate inputs and recommendations from the different internal UN-Habitat instances into the draft.

j. Develop the first draft of the Madrid VLR Report, integrating the core chapter with other chapters developed under coordination of the Madrid City Council.

k. Ensure coordination of the VLR preparation work and the process of “Piloting” of the Global Urban Monitoring Framework (GUMF) in the city of Madrid

Within this assignment, UN-Habitat will be responsible for:

• Provide the consultant with all UN-Habitat normative work related to the development of VLRs

• Provide feedback to the consultant on the draft VLR outline and all chapters

• Participate in all coordination meetings between the Madrid City Council and the consultant

• Review the first full draft in Spanish and English and support the finalization of the text

• Ensure the copy-edit of the English version

• Support the dissemination of the final VLR document

Within this assignment, Madrid City Council will be responsible for:

• Provide timely any required information and inputs for the development of the Madrid VLR first draft, in the terms indicated above.

• Approve the VLR outline proposal, presented by the consultant.

• Coordinate the drafting of additional chapters to be added to the core chapter of the VLR draft.

• Carry out internal and external consultations required for the adequate development of the VLR process, including consultations related to the first draft.

• Review, filter and consolidate inputs received in the consultation process of the first draft of the VLR for integration into the final document.

• Edit, design, layout and generate and incorporate images, diagrams, tables and graphics to the final VLR document.

Academic Qualifications:

Education:

• Advanced university degree (Master’s degree or equivalent) in Architecture, Urbanism, Social Sciences, Business Administration or Law is required. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:

• A minimum of 5 years of progressive experience in project or program formulation and management, large event/seminar management, or related areas is required.

• Experience on understanding of development paradigms of urban topics is desirable.

• Proven experience on indicators definition and frameworks, monitoring and evaluation mechanisms, SDG assessment, urban development and/or urban policies, strategies or interventions is desirable.

Language: Language Requirements:

• Fluency in oral and written English and Spanish. This position is in Spain and therefore fluency in Spanish is a requirement.
