Home based with travels to Kenya, Uganda, Seychelles and Somalia

Duties and Responsibilities
Within assigned authority, the Consultant, under overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes for Eastern Africa and direct supervision of the relevant UNODC project managers, and in close consultation with relevant branches at UNODC headquarters and authorities of law enforcement agencies in Kenya, Seychelles, Somalia and Uganda, will be responsible for the following duties:
• Develop a workplan;
• Develop and deliver national simulation-based training on detecting, preventing, and disrupting the trafficking and use of dual use items for criminal justice practitioners in Kenya, Seychelles, Somalia, and Uganda
• Deliver planning meeting for regional simulation-based training on detecting, preventing, and disrupting the trafficking and use of dual use items
• Deliver regional simulation-based exercise on detecting, preventing, and disrupting the trafficking and use of dual use items criminal justice practitioners from Kenya, Seychelles, Somalia, and Uganda.
Qualifications/special skills
Advanced university degree in criminology, law, public policy, economics, finance, political science, criminal justice, or other relevant fields of study required; A first level university degree in similar fields in combination with two additional years of working experience in law enforcement and/or security service sector, may be accepted in lieu of the advanced university degree.
• A minimum of ten (10) years of professional experience in the law enforcement and/or security service sector, working on simulation based training on terrorism investigations, border security, countering terrorism financing cases, money laundering cases, asset forfeiture/recovery and related transnational organized crime cases required;
• A minimum of 5 years of work experience as a law enforcement trainer especially in counter terrorism desirable; training experience and knowledge on Improvised Explosive Devices (IEDs) required;
• Proven experience in using information, intelligence, and evidence in support of counter terrorism including in financial investigations required;
• Proven ability to work independently as well as within diverse and challenging environments is desirable;
• Proven experience with reporting to senior levels of government on sensitive, confidential, and complex terrorism and financial investigatory matters is desirable;
• Proven experience in managing complex programs that involve several stakeholders; capacity to work diplomatically yet effectively is desirable;
• Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency is desirable;
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage
