Duties and ResponsibilitiesBACKGROUNDThe United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.Under the aegies of the Land, Housing and Shelter Section of UN-Habitat, the Project called “Land and Property Tax Revenues for Service Delivery, Reconstruction, Citizenship Building and Sustaining Peace in Fragile States” was started in April of 2020 with the aim of evaluating, improving and deploying land-based finance tools and practices in fragile contexts. The Project builds upon UN-Habitat’s preceding and ongoing normative and operational work on land tenure, land-based finance and fragile states. With land-based finance, this project refers to any taxes, fees or charges that are under the authority of local governments. One and a half years into the project, several important lessons have already emerged fragile states such as in Afghanistan and Somalia and the time has come for the Project to introduce and further test these lessons in other fragile countries such as in the Democratic Republic of Congo (DRC). The Project includes an intensive learning, knowledge building and capacity development component. It consists of interconnected streams of work, involving both normative and operational elements.
RESPONSIBILITIESUnder the overall supervision of the Project Lead in the Land, Housing and Shelter Section, Urban Practices Branch of UN-Habitat, the consultant will be responsible for the following tasks:• Coordinating the planning and implementation of a land and property tax assessment in Goma, Beni or at least one other local government in DRC.• Contributing to in-country partnerships with government authorities at national, provincial, and local level as well as development partners and civil society organizations, to introduce the project and its objectives to secure stakeholder buy-in.• Collecting sensitive financial data from the government, which is not accessible online.• Providing input and analysis on local, provincial and national political developments in DRC.• Participating and meeting with national, provincial, and local government officials on status of UN-Habitat work more broadly and report on this accordingly to enhance the impact of the work of UN-Habitat.• Carrying out research and analysis on land and property taxation in DRC.• Reviewing and contributing to land and property tax assessment documents.• Providing substantive coordination of workshops and meetings with national and local partners.
Qualifications/special skillsAcademic Qualifications: A minimum of a Masters degree in Public Finance, Municipal Finance, International Development, Public Administration, Political Science or related fields is required. A first level degree with an additional two years of experience may be accepted in lieu of the master’s degree.Experience: The consultant is required to have the following work experience:1. Minimum of 5 years of work experience with/for national and local government in DRC is required. Experience working in Goma and Beni is a plus.2. Previous research and publications on Municipal Finance, Public Finance or Public Administration is desired.3. Previous work experience in a developing country context in the space of revenue generation is a plus.4. Previous working experience in international development agencies or the United Nations or work experience at national/ local government is desirable and will be an added advantage.Language: Excellent proficiency in spoken and written French and English is required.
