Cadre organisationnel

The United Nations Office at Nairobi (UNON) is the United Nations headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP), the Resident Coordinator System (RCS) and the United Nations Human Settlements Programme (UNHabitat) globally, as well as other United Nations offices in Kenya, by providing administrative, conference and information services (www.unon.org).

The Information systems officer will serve as a technical adviser for specific disciplines embedded within the current UNON operations. The project position is established to ensure that the detailed requirements of UNON information technology are accurately included in the design and implementation of the Conference Facility Upgrade project. The staff will serve as focal points for ICTS competence and assist the design and construction service team in a dedicated partnership throughout the entire 8 years project duration. She/he will play an essential role in coordinating the project with their already existing functions at UNON. The position is essential to ensure that the design and construction of the IT systems fully integrates with the UN systems.

This post is in the Conference Upgrade Project team within the Division of Administrative Services (DAS), UNON, and reporting to Deputy Chief ICTS (Chief Infrastructure and Conference Support) with dotted reporting line to Chief of Design and Construction Section of the project principles.

Responsabilités

Under the general supervision of the Chief of Design and Constriction and direct supervision of Deputy Chief ICTS (Chief, Infrastructure and Conference Support) the Information Systems Officer will be responsible for the following duties:

• Understands and captures the current UNON ICTS Network, Server, Storage, Wi-Fi, and systems monitoring of the Conference Facility, defines the future (target) architecture, undertakes gap analysis to define areas of discrepancy; ensures adherence to global and local technology standards and procedures.

• Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.

• Provides expert advice on the management, operation and maintenance of complex communications systems to transport voice, video, data and image, including assessments for efficient bandwidth usage and growth; identifies the need for new systems (or modifications to existing systems) or responds to requests from users; develops plans for feasibility assessment, design, development and implementation, including project plans, schedules, time and cost estimates; provides plans for set-up and operation of communication infrastructure from “scratch” at local and wide area levels.

• Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.

• Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.

• Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.

• Is actively involved in the execution of the most complex aspects of the project (e.g., systems analysis, development, implementation etc.); oversees development of document and database structures, ensuring that all design aspects are addressed, and control and security mechanisms are established.

• Develops, implements, and monitors information standards and guidelines, including testing paradigms.

• Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.

• Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.

• Facilitates communications between ICTS and its major stakeholders for good project coordination.

• Acts as a focal point on ICTS matters with the contractor. Develops and manages internal and external coordination processes to manage ICTS related activities in relation to the execution of the renovation and construction works.

• Participates in planning and preparation of the budget, work program and spending plan.

• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Ensures that requirements, background information used for data analysis are documented.

Formation

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Job – Specific Qualification

A certification in Project management, ITIL and Prince 2/PMP certifications or equivalent is required.

Certification in Cisco Certified Network Professional, or CCNA is required.

Expérience professionnelle

A minimum of five (5) years of progressively responsible experience in planning, design, development, operation and maintenance of Network, Servers, Storage, Wi-Fi, Operation Center of Conference Facility or large campus, is required.

Proven track record of managing and delivering highly complex projects in a multi-project environment is required.

Experience in integrating large-scale information systems and implementing IT solutions to optimize business processes is required.

Experience in making recommendations to address complex business requirements through the introduction of new technologies is desirable.

2 years or more of experience in data analytics or related area is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

NOTE: « fluency equals a rating of « fluent » in all four areas (read, write, speak, understand) and  » Knowledge of » equals a rating of  » confident » in two of the four areas.
