Result of ServiceBased on the composition of the portfolio of new and ongoing evaluation processes being managed by the Evaluation Office, the Evaluation Quality Assurance Consultant will submit 12 deliverables during the contract period. This means quality assured version of any of the documents listed above may be submitted for each project assigned.

Duties and ResponsibilitiesOrg. Setting
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The position reports to the Senior Evaluation Officer. This post is located in UNEP/EO at the Nairobi duty station.
Duties and Responsibilities
The Evaluation Quality Assurance Consultant plays a key role in ensuring adherence to organizational standards and evaluation quality by providing technical inputs and specialist scrutiny to the planning, implementation, coordination and reporting of evaluations required by the UN General Assembly and the UN Environment Assembly. This involves providing technical review and quality assurance services to a portfolio of new and ongoing evaluation processes, specifically including identifying and verifying suitably qualified evaluation consultants; developing and refining Terms of Reference; ensuring that the Evaluation Inception Reports meet quality criteria and attain high methodological standards; ensuring Draft Evaluation Reports meet professional standards are consistent with UNEP and UNEG norms and standards, as well as GEF requirements where appropriate, and quality assuring Final Evaluation Reports to maintain coherence and consistency across UNEP’s evaluation reports. All technical guidance and quality assurance services and the associated outputs provided by the consultant fall under the overall supervision of the Senior Evaluation Officer and will be formally approved by the Director of the UNEP Evaluation Office.
The Evaluation Quality Assurance Consultant will provide, for each project evaluation assigned to them, quality assured versions of each of the following to Senior Evaluation Officer and Evaluation Office Director for approval:
– Project Evaluation Terms of Reference- Evaluation Consultants Selection Matrix- Project Evaluation Inception Report- Finalized Project Evaluation Recommendations Implementation Plan- Draft Project Evaluation Report Quality Assessment Form- Final Project Evaluation Report Quality Assessment Form
In addition, and as assigned by the Senior Evaluation Officer on a case by case basis, the consultant will produce the following outputs:
– Peer Reviewed Draft Project Evaluation Reports- Evaluation Briefs for selected evaluations or alternative communications products materials.
Qualifications/special skillsAcademic Qualifications: Advanced university degree (Masters level) in Environmental Science/Studies, Business Administration, Planning, Management, Social/Political Science, Communications, Auditing or the equivalent combination of education and experience in a relevant field is required. A first-level university degree in combination with two (2) years qualifying experience may be accepted in lieu of the advanced university degree.Experience: A minimum of five years’ experience in any of the fields of monitoring, evaluation, auditing or systematized knowledge management is required. Evaluation work experience with the UN or other international agencies is considered and is required.Language: English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required.
