Duties and ResponsibilitiesIntroduction:Enhancing functionality of Digital ID Systems: Use cases Identification and OptimizationThe Kaduna State government has embarked upon a visionary Digital Transformation strategy entitled “Digital Strategy for the Government and People of Kaduna State” aimed at advancing Information Technology to positively impact the attainment of the objectives of the Kaduna State Development Plan. Some of the key goals of the Digital Strategy are aimed at ensuring efficient and cost-effective delivery of public services, improve government transparency and accountability while reducing corruption and running costs, produce qualitative data that will improve the quality of planning and decision-making. In addition, the digital strategy also aims at enhancing education and skills development for employability and self-employment, create a smart environment that makes Kaduna the preferred destination for businesses, investors, and to live, work or play, foster entrepreneurship and innovation and grow the ICT economy of the state, as well as increase citizen participation and feedback in governance and other key economic sectors.
The Governor of Kaduna State has officially requested the support of UNECA to enable it to strengthen its capacity to develop usable online solutions and produce vital statistics that will enable accurate planning and decision making as part of the overall regional development plan. The prime objective of the initiative is for the UNECA to provide technical, advisory, and other relevant support to the Kaduna State Government to implement a functional use case for the digital identification programme to leverage the national digital Identity framework currently under the National Identity Management Commission (NIMC). The requested support aims to develop a framework for for coherently developing digital identity solutions for governance and initially identify a high value use case for implementing functionality of the Digital ID for socio-economic development. A high value use case is a sectoral use case which has direct impact on the development target of Kaduna State primarily as well as impact on the national development strategy of the government of Nigeria as a whole.
Cognizant of the above states goals and strategic objectives, the UNECA Digital Center for Excellence seeks the services of an expert consultant specialized in the development of Digital Identity systems, interoperability and integration frameworks and systems development as well as strategizing of services integration and drawing clearly develop roadmaps for the same.
Duties and responsibilities of the consultantUnder this role, the Consultant reports to the Chief of the Technology and Innovation Section or the designated relevant responsible officer. The key objective of the consultancy is to support the Office of the Governor of the Kaduna State in close collaboration with the UNECA Digital Centre for Excellence:
a) Develop the top priority use cases implementation roadmap, develop a proposal for the development of the requisite APIs and integration of the Master Data Management System with the NIMC Digital ID platform. A phased approach of integration will be used in the prioritized use casesb) Oversee the development of the integration Kaduna State Master Data Management Systems and APIs with the national NIMC Digital ID platformc) Develop key design documentation and training materials on the above deliverables.d) Provide training and capacity development of the management of the Kaduna state on the management and implementation of the Digital ID Operationalization Road mape) Provide technical training and capacity development of key experts of the Kaduna State governorate on the management and operationalization of the Integration APIs for the priority use cases.f) Develop final performance report on the delivery of the assignment contain the key deliverables with recommendations.
Qualifications/special skillsAcademic Qualifications: Advanced university degree (Master’s degree or equivalent) in a field related to information management, or development studies or related field or other relevant area is required. A first-level university degree in a field related to information management, or development studies or related field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.Experience: A minimum of 8 years of either practical substantive experience in providing advice and supporting governments in Africa in formulating Technology and digitalization strategies, policies, and frameworks is required.Experience in data management and enterprise architecture at national level or sub-regional and regional level in a developing country context particularly in Africa is desirable.Experience in developing and implementing identity-based solutions is desirable.Experiences with UN in general or UNECA with respect to economics and IT for development and digital and inclusion initiatives in Africa is desirable.Language: English and French are the working language of the United Nations. For the consultancy advertised, fluency in English is required. Knowledge of the other language is desirable.
