Duties and Responsibilities
Organizational Setting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The overall objective of the Economy Division of UN Environment is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Sustainable Mobility Unit is part of the Economy Division and the unit promotes sustainable, low-emission transport and works to reduce the sector’s contribution to air pollution and climate change. We do so via three teams (1) Clean Fuels and Vehicles (2) Electric Mobility Programme and (3) Active Mobility, Digitalisation and Mode Integration.
The Sustainable Mobility Unit (https://www.unenvironment.org/transport) requires support from a Transport Consultant for a period of 10 months to assist in a key transport project – to coordinate development of the Pan Africa Action Plan for Active Mobility (PAPAAM). This will involve data collection, stakeholder engagement and consultation with a variety of city, national and regional stakeholders in Africa and drafting and finalization of the action plan itself.
Under the supervision of the Team Leader for Active Mobility, Mode Integration and Digitalisation, the Consultant will support the development of a workplan for the PAPAAM project, undertake data collection relevant to existing initiatives and opportunities which can be used to contribute to the action plan process and organize and undertake in-depth technical stakeholder consultation with city and national governments, regional partners and other stakeholders. The consultant will work directly with the project and administration staff in the Unit and with various external stakeholders including government, industry, civil society and academia.
He/she will contribute to the following specific tasks:
• Development of a workplan for the Pan Africa Action Plan for Active Mobility (PAPAAM) process – in consultation with key partners and stakeholders.
• Co-ordinate a stakeholder mapping at city and national level (for all 54 African countries) and at regional level in Africa – working with and guiding sub-regional partners.
• Organize stakeholder events (including workshops, focus groups and bilateral meetings) – working with and guiding sub-regional partners.
• Undertake relevant technical desk based research to inform PAPAAM development and draft the action plan.
• Develop and co-ordinate/collect content for a resource center/database to provide guidance and information to support each of the PAPAAM commitments – co-ordinating closely with PAPAAM partners and stakeholders.
Qualifications/special skills
Academic Qualifications:
First level university degree (Bachelors) in environmental studies, engineering, urban planning , transport or other relevant degree is required.
Experience:
•A minimum of three years work experience in policy development/, stakeholder engagement and research/data collection specific to sustainable mobility and active mobility/non-motorized transport in the Africa context is required.
•Experience in technical delivery of active mobility/non-motorized transport projects in the Africa context is required.
•Experience working with African governments is required.
•Experience working with an international organization is desirable
Language:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required
