Position Title :  Monitoring and Evaluation Officer (2 Positions)

Context:
Under the overall supervision of the Head of Operations and the direct supervision of the Programme Coordinator (TRD), the successful candidate will be responsible for providing information, guidance and support on monitoring and evaluation aspects of World Bank projects and the IOM TRD programmes in South Sudan.
Core Functions / Responsibilities:
1. In close consultation with key stakeholders, including World Bank and recipients of World Bank funding within the Government of South Sudan. Develop and roll-out on Monitoring and Evaluation framework for World Bank capacity building (Local Government and Service Delivery Project (LGSDP)) and health (Rapid Results Health Project (RRHP)) projects in South Sudan.
2. Develop and update results-based Monitoring and Evaluation frameworks and/or work plans for World Bank project and Transition and Recovery programmes if and when necessary.
3. Implement the process of monitoring targets and indicators using existing Monitoring and Evaluation frameworks and work plans for the programme as well as the individual partner projects.
4. Undertake and oversee regular field monitoring and evaluation visits with Field Monitors to ensure technical compliance and timely execution of projects vis-à-vis approved plans and baselines.
5. Guide Transition and Recovery Division with the preparation of Donor Reports to ensure compliance with key programme indicators and objectives.
6. Provide support to Project Development by reviewing the overall objectives, purposes and results and the development of logical frameworks for new projects.
7. Compile information for regular IOM Monitoring Reports in coordination with the database assistants and the Units involved.
8. Organize and conduct training activities in Monitoring and Evaluation to Field Monitors and other IOM programme personnel and Implementing Partners (IPs) as needed.
9. Conduct programme evaluations and other accountability reports as required including analysis of the findings and giving recommendations.
10. Assist in the development and strengthening of Monitoring and Evaluation (M&E) systems of Transition and Recovery programmes. In close coordination with the Information Management Officer, improve information management systems of the World Bank project and Transition and Recovery programmes in general.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Science, Development Planning, Public Health, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in Monitoring and Evaluation;
• Training in Monitoring and Evaluation development and implementation, information analysis and report writing;
• Ability to consolidate information from multiple sources;
• Ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel;
• Knowledge of access and statistical analysis is a plus;
• Working experience in South Sudan or in the region is an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
