Context:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 173-member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
As part of its support to its Member States in West and Central Africa (WCA), the IOM Regional Office (RO) for WCA provides advisory and direct interventions on Disaster Risk Reduction (DRR), including through its co-hosting role for the Capacity for Disaster Reduction Initiative (CADRI). These efforts seek to strengthen countries’ capacities to prevent, manage and recover from the impact of disasters, and work towards durable solutions, lasting peace and sustainable development.
Under the overall supervision of the Regional Director for West and Central Africa and the direct supervision of the Senior Regional Thematic Specialist for Emergency and Post-Crisis for WCA, and in close coordination with the Global CADRI Secretariat, the successful candidate will support the development and implementation of DRR programming throughout the region, and support IOM in carrying out its facilitation function for the CADRI Partnership in WCA.
S/he will provide technical expertise for the coordination and implementation of IOM DRR interventions in WCA, advising country missions to ensure regional coherence in methodology, implementation approach and strategy (50%). S/he will also support the IOM Regional Office in undertaking inter-agency facilitation tasks related to IOM’s co-hosting responsibilities for the CADRI Partnership in WCA, ensuring effective responsiveness of UN agencies and partners to Government requests for CADRI capacity support throughout the region (50%).
Core Functions / Responsibilities:
As IOM Regional Disaster Risk Reduction Specialist (50%), the successful candidate will be
expected to:
1. In close coordination with the Senior Regional Thematic Specialist for Emergency and Post-Crisis for WCA (DOE RTS), provide DRR capacity building, training, on-the-job mentoring and technical support to country offices in their application of IOM and global Disaster Risk Reduction (DRR) guidance and methodologies.
2. In coordination with the Regional DOE team, work with IOM Country Offices to identify need for DRR interventions, and to facilitate regional coherence in implementation of DRR initiatives.
3. Contribute to the development, review, endorsement, tracking and implementation of DRR project proposals at the country and regional levels for WCA, identifying potential regional synergies, and maintaining regular coordination with relevant HQ divisions on endorsement, reporting and monitoring of results.
4. Monitor developments in the thematic area, in close collaboration with the DOE RTS, other Thematic Specialists in the Regional Office, COs and relevant HQ Departments, including advising the DOE RTS on coordination, prioritization, operational planning and priority areas of intervention, applying IOM’s Migration Crisis Operational Framework.
5. Support IOM CO to facilitate high-level quality of deliverables by providing technical guidance and remote monitoring support of compliance to country offices, programme partners, technical advisers, programme staff, surge personnel, implementing partners and service providers, as needed.
6. In close coordination with the Regional DOE team, work with IOM CO to gather and disseminate lessons learned in DRR programming. Share lessons learned more broadly within IOM, highlighting replicable practices.
7. Contribute to developing regional thematic guidance notes, information sheets and policy documents in coordination with COs and relevant HQs Division(s).
8. As requested by the Sr. Regional Thematic Specialist on Emergency and Post-Crisis, participate in relevant regional working group meetings, related fora, and other DRR-related events (meetings, presentations, discussions, visits, negotiations etc.).
As Regional Facilitator of the CADRI Partnership (50%), the successful candidate will be expected to:
9. Facilitate the deployment of interagency multi-disciplinary expertise from various CADRI members agencies (and possibly other partner organizations active in the region) to respond to country requests for CADRI services in West and Central Africa:
a. Coordinate development of the ToR for the country engagement in liaison with the UN RC/ HC Office;
b. Liaise with the UN RC/ HC Office to identify suitable dates for CADRI country support;
c. Mobilize expertise responding to the ToR among regional agencies;
d. Liaise with the UN RC/HC Office to arrange all representational and logistical arrangements for the country engagement;
e. When relevant, call upon the CADRI Geneva Secretariat to mobilize additional expertise from CADRI agencies HQ or through the UNDAC, EU Civil Protection network, the Joint Environment Unit network etc.
10. Support the development of CADRI Partnership mission deliverables:
a. Organize and participate in the CADRI missions; lead or support the leadership of CADRI missions;
b. Support the consolidation of mission members’ inputs to CADRI Partnership deliverables (e.g. scoping mission report, capacity diagnosis report, capacity development plan, contingency plan, national DRR strategy, risk informed national / local plans, UN joint programme).
11. Liaise with UN RC/HC Offices on a quarterly basis to follow-up on implementation of CADRI recommendations and document CADRI impact at country level and identify, when relevant, need for additional support from regional agencies in specific sectors.
12. Support documentation of impact of CADRI Partnership country support in the form of “country stories” and disseminate to the regional agencies and CADRI Secretariat.
13. Organize regular regional CADRI Partners’ meeting under existing regional coordination mechanisms.
14. Report annually to the R-UNDG through the UNDG Secretariat, and to regional and global partners, on the achievements of the CADRI Partnership in the region.
15. Organize one regional refresher workshop and/ or webinar for regional agencies experts with the support of the CADRI Secretariat in Geneva.
16. Facilitate regional agencies experts’ inputs for the tailoring or development of training packages on capacity development tools and methodologies available from CADRI members.
In this position, the Regional DRR Specialist will also be expected to:
17. Undertake frequent travel to countries, with the aim of providing information and support, project/ programme monitoring and reporting, liaison with counterparts, and project implementation.
18. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Affairs, Development Cooperation, Political or Social Sciences, Humanitarian Affairs, Disaster Risk Reduction/ Management, Climate Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Professional experience in disaster risk reduction/ management is required;
• Experience in UN interagency and/ or multi-partner coordination is required;
• Experience in capacity building on DRR-related activities in development, crisis and post-crisis
country contexts;
• Experience in programme management, preferably in migration and/or other displacement situations;
• Experience in project formulation and implementation at national and international levels;
• Experience in liaising with governmental authorities, and with other national and international institutions;
• Experience in prevention, emergency and early recovery settings with strong knowledge of IOM/UN project life cycles;
• Strong combination of training and experience in the field of operations, and solid working experience in complex environments;
• Broad field experience in the areas of shelter and non-food items (NFIs), water, sanitation and
hygiene (WASH), and logistics an asset;
• Experience in coordinating field activities and remote coordination is required.
Skills
• Familiarity with the region is an asset;
• Sound judgment, ability to extract, interpret, analyze and format data and resolve operational problems, ability to work with minimum supervision;
• Familiarity with IOM/UN administrative and financial management is an asset;
• Excellent written and spoken communication skills in English and French;
• Interagency/ multi-partner coordination and collaboration skills.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Portuguese, local languages and Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
