Context:In order to ensure safe and orderly migration, IOM supports the Government of Mali in improving its institutions, infrastructure, equipment and technical capacity for safer and better managed border. To that end, IOM is implementing a portfolio of projects ranging from the construction of border posts to trainings for the border police, installation of modern Border Management Information Systems, crisis preparedness and management and Engagement of border communities.
Under the overall supervision of the Chief of Mission in Mali and the direct supervision of the IBM Project Manager based in Mali, the successful candidate will be accountable and responsible for assisting with the planning, development, coordination, monitoring and evaluation of the Immigration and Border Management (IBM) projects Securing Labbezanga-Kongo Kiré Corridor and Evaluation of the impact of COVID19 on border management in Sahel, funded respectively by Germany and Japan.
Core Functions / Responsibilities:1. Support the head of the Immigration and Border Management (IBM) unit in implementing the above mentioned projects according to the work plans, technical requirements and expenditure plans to facilitate timely achievement of project activities and results.2. Assist in planning, coordinating and monitoring IBM portfolio activities.3. Contribute to the design and implementation of contextualized capacity building activities in migration and border management, targeting relevant project stakeholders, institutions, communities, as well as project staff.4. Provide technical inputs for the development of new strategies and projects that expand the IBM portfolio in Mali.5. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.6. In line with IOM policy and templates, contribute to the development of tailored monitoring and evaluation tools for IBM in Mali and ensure their effective implementation.7. Draft and coordinate regular project reports in a timely manner according to IOM Mali and RO Dakar donor formats, in close coordination with the project manager as well as the Monitoring and Evaluation Officers based in Mali and the regional office.8. Facilitate adequate information management on project related activities including project awareness raising and visibility, and the production of regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.9. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to facilitate proper coordination and presentation of border management activities.10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political Science, International Relations, Law, Migration studies or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.
Experience• Experience in project management and development and/or monitoring, evaluation and reporting;• Experience in liaising with Government authorities, other national /international institutions and donors (including, preferably, EU institutions and civil society organizations);• Knowledge and working experience in the West and Central African (WCA) region a distinct advantage.
Skills• Knowledge of Security Sector Reform, Border Management, Peacebuilding and/or Preventing Violent Extremism is a distinct advantage;• Demonstrated writing skills;• Good understanding of regional migration trends and dynamics.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English and French is required (oral and written). Working knowledge of local languages a distinct advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
