Context:Under the overall supervision of the Northern Ethiopia Crisis Coordinator and the administrative supervision of the Head of Sub-Office in Mekelle, and the technical supervision of the Programme Officer (DTM) in IOM Ethiopia, the successful candidate will be responsible and accountable for the implementation and reporting of the IOM (Displacement Tracking Matrix (DTM) programme and related IOM activities in relation to the Northern Ethiopia Crisis area.
Core Functions / Responsibilities:1. Ensure DTM programme implementation and contribute technical inputs for the development of other relevant DTM operations and activities that meet all project targets in relation to the Northern Ethiopia Crisis.2. Provide technical inputs to support the development of the DTM strategy in close collaboration with the DTM Programme Manager and coordinate the implementation of tools and products in close coordination with national, regional and Headquarters (HQs) specialists for the Northern Ethiopia Crisis.3. Supervise relevant DTM support staff in Northern Ethiopia.4. Maintain working relationships with relevant authorities, UN agencies, the cluster system, Non-Governmental Organisation (NGOs), think tanks, government authorities, and other stakeholders on issues relevant to the DTM Programme. Participate in relevant meetings, events and conferences.5. Analyse DTM data and information from the field to facilitate programme planning and linkages to other programming.6. Facilitate the integration of gender perspectives and attention to specific women/girls and children’s rights issues (vulnerable groups) within DTM activities.7. Organize training and workshops for IOM staff, humanitarian partners and government officials on project activities related to DTM.8. Implement information dissemination tools and operational frameworks for multi-layered data collection, and information management and sharing to help meet partners’, key stakeholders’ and other humanitarian actors’ needs.9. Participate in DTM missions to the field. to monitor data collection and liaise with partners such as government counterparts, UN agencies and NGOs to ensure a comprehensive understanding of displacement and returns data.10. Check operational implementation compliance with IOM Data Protection Policy, IOM Data Governance Policy, Inter-Agency Standing Committee (IASC) Operational Guidance on Data Responsibility in Humanitarian Action, and the ethical consideration on humanitarian data operations.11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in International Relations, Political Science, Statistics, Information Management or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.
Experience• Experience working in international organizations and the humanitarian community;• Experience managing staff and projects along the full project management cycle;• Experience in data collection, data analysis, research, and report writing;• Donor liaison and representation experience;• Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis;• Experience in relevant issues such as migration, displacement, and humanitarian assistance;• Experience or knowledge on Internally Displaced Person (IDP) protection issues; and,
• Experience in the DTM is preferable. Leadership experience and strong communications skills.
Skills• Computer literacy: Microsoft Suite, Adobe etc.;• Knowledge of the context in Ethiopia.
LanguagesIOM’s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English is required (oral and written). Working knowledge of any local language, French and/or Spanish is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process,which may include written and/or oral assessments.
