Context:Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Programme Support Coordinator, and in coordination with the Head of Programmes and relevant Project Coordinators, the successful candidate will contribute to the project development and report coordination activities and will support the Head of Programmes and the Programme Support Coordinator in donor liaison as part of the Country Office (CO)’s efforts to raise funds to continue and develop projects, and to ensure quality reporting on the current programme portfolio of Sudan CO.
Core Functions / Responsibilities:1. Act as a Focal Point within the CO in support to Project Coordinators, for the design and development of new programme and project concepts and proposals in line with overall government priorities, mission strategic response and opportunities, and in line with the IOM Project Handbook.2. Coordinate the proposal development in close coordination with the Programme Support Coordinator, Head of Programmes, CoM, Programme Managers, relevant IOM Country Offices, the Regional Thematic Specialists of the Regional Office for Middle East and North Africa, governmental authorities, international and regional institutions, as well as partner organizations in the public or private sector.3. Liaise with relevant units at Headquarters (HQ) and Regional Office to obtain all necessary internal approvals for submission of project documents as per IOM project development, review and endorsement Standard Operating Procedures (SOPs) and IOM Project Handbook.4. Support the Project Coordinators and the Senior Management Team of the CO on the development and submission of project proposals, reporting on current projects, broad strategic planning and conducting analysis of opportunities for IOM programming.5. Liaise with the Head of Resources Management and the Resources Management Unit’s Financial Reporting Focal Point, coordinate with the Project Coordinators and with Regional Thematic Specialists for the timely preparation, review, and submission of interim and/or final narrative reports to donors. Ensure the reports are in line with specific donor requirements, are clearly reflecting the results achieved and the submitted copies are shared with relevant units.6. When requested by the Programme Support Coordinator, participate to the meetings on inter-agency coordination mechanisms (e.g. UN Work Plan, UN Development Assistance Framework, and Sudan Humanitarian Fund (SHF) funding rounds) and other sector or thematic working groups.7. In coordination with the Programme Support Coordinator and Head of Programmes, participate and engage actively to UN, donors’ meetings, provide reporting and inputs as required to increase understanding and knowledge of IOM’s programmes and capacities, and to spot opportunities for continued or expanded activities and funding.8. Keep the Programme Support Coordinator, the Head of Programmes, and Project Coordinators up to date on partner and donor priorities, preferences and synergies on new calls for proposals and initiatives launched and/or promoted by the donor community.9. Facilitate the organization of donors briefings and visits, regional conferences and other relevant meetings, etc. Contribute to the preparation of the relevant documents, drafting concept papers, coordinating briefing inputs or talking points. Prepare and coordinate all necessary follow-up actions internally and externally for the CO and HQ staff, and donors.10. In coordination with the Programme Support Coordinator, and Head of Programmes, Programme Managers, Communication Officer and CoM, provide comprehensive inputs for different documents or materials requested by United Nations Country Team (UNCT)/ Humanitarian Country Team (HCT) or individual agencies, government institutions, donors, relevant Units at HQ and Regional Office and/or other partners.11. Prepare and/or provide inputs for core Sudan CO documents and reports, inputs to Regional reports, strategic papers and other reports and materials on IOM programmes and events.12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political or Social Sciences, International Relations, Development Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.
Experience• Experience in project development of humanitarian programmes for migrants, humanitarian response, Development and/or capacity-building activities;• Experience in Project design and donor liaison;• Familiarity with IOM project cycle management and the IOM Project Development and Implementation Handbook;• Experience in liaising with governmental and diplomatic authorities, UN agencies, as well as with national and international institutions.
Skills• Excellent writing technical skills in English;• Excellent communication, negotiation and interpersonal skills;• Ability to pay close attention to details and work with minimum supervision;• Ability to work harmoniously with a team and in a multi-cultural environment;• Personal commitment, respect for diversity, high level of integrity and drive for results;• Demonstrated gender awareness and gender sensitivity;• Strong level of computer literacy (Internet and Microsoft Office is a requirement);• Sound and proven understanding of internal and international migration issues in Sudan, the Sub-Region and related issues; and,• Knowledge of the Region is an advantage.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English is required (oral and written). Working knowledge of Arabic,French and/or Spanish is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
