Context:
IOM began implementing Mental Health and Psychosocial Support (MHPSS) activities in South Sudan in 2014, targeting Internally Displaced Persons (IDPs) in selected displacement sites. The activities include direct service delivery such as the establishment of psychosocial centres and mobile teams, and the capacity building of IDP communities, humanitarian actors and selected ministries on MHPSS-related interventions and mainstreaming. IOM is currently providing direct community-based MHPSS services in Malakal, Bentiu and Wau and wishes to strengthen its engagement in the host communities. In addition to that, IOM has been chairing the MHPSS Technical Working at the national level since 2017. The Mental Health and Psychosocial Support (MHPSS) Technical Working was formed in Juba, Republic of South Sudan in June 2016. The purpose of the MHPSS Technical Working Group (TWG) is to bring together all the stakeholders working in MHPSS with the view to enhancing the response to MHPSS needs of affected persons in the Republic of South Sudan, and thus improving their access to quality services and support. It aims at enhancing coordination among MHPSS agencies, conducting mapping of MHPSS activities, sharing best practice, building capacities of MHPSS actors and partners in other priority clusters, supporting the development of MHPSS policies and strengthening advocacy initiatives with the Government of South Sudan, the humanitarian community and donors. Under the overall supervision of the Head of Operations and the direct supervision of the MHPSS Programme Manager, the successful candidate will be responsible for contributing to the development and implementation of MHPSS activities and capacity building with internal and external actors, as well as coordinating the activities of the Technical Working Group at national level.
Core Functions / Responsibilities:
MHPSS programming:
1. Assist the MHPSS programme manager in identifying programme development opportunities in South Sudan and provide technical inputs and assistance for project proposal development, and the identification of new donors and thematic areas of technical intervention.
2. Check that relevant capacity building (including curriculum development) is provided to the IOM MHPSS team and partners
3. Conduct MHPSS mainstreaming activities with relevant actors where applicable (CCCM, Protection, Health, Nutrition, Education, FSL) including line ministries, academic partners, IDPs and host community members.
MPHSS TWG:
4. Coordinate the activities of the MHPSS Technical Working Group at national level.
5. Monitor the work of sub-national coordinators (Unity, Upper Nile, Western Bahr el Ghazal).
6. Provide technical inputs and guidance to support the formulation of strategies and the annual working plans for the MHPSS Technical Working Group.
7. Provide technical support to MHPSS within the Cluster system, at the Inter-Cluster Working Group (ICWG), with MHPSS actors and non-MHPSS actors, the Government of South Sudan and within the Donor Community.
8. Contribute to the development of MHPSS tools and deliver capacity building actions such as training of trainers, specialized training and awareness raising initiatives for MHPSS Technical Working Group members and for the Government of South Sudan.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Psychiatry, Psychology, Social Work, Counselling, Pedagogy or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in MHPSS responses in humanitarian contexts;
• Experience working in conflict/humanitarian contexts;
• Experience in community engagement, dialogue and conflict transformation is desirable;
• In depth theoretical and practical knowledge of the IASC MHPSS in Emergency Settings Guidelines and associated products;
• Strong networking capacities for constructive relationships with all humanitarian actors, donors and relevant government line ministries;
• Experience in working in large scale complex humanitarian emergencies (previous working experience in South Sudan is an advantage);
• Familiarity with the humanitarian architecture (cluster system), humanitarian appeals, humanitarian response plans and common humanitarian funds;
• Very good advocacy and negotiation skills.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
