Context:Humanitarian needs in Cameroon remain high. According to the Humanitarian Needs Overview 2022 (HNO) published in December 2021, approximately 4 million people (or one in seven) are in need of emergency assistance as the country continues to face three critical humanitarian fronts.In the anglophone North-West and South-West Regions of Cameroon (NW-SW), socio-political tensions that started in 2016 with a protest movement led by teachers and lawyers has resulted in a complex emergency with massive internal displacement and humanitarian needs. According to the last Mobility Tracking and Multisector Needs Assessment (MSNA) conducted in NW-SW regions there were 347,542 internally displaced populations and 383,596 returnees within both regions.The impact of this conflict has spread to other regions of the country, notably in the neighboring West and Littoral regions. IOM undertook a thorough Mobility Tracking and MSNA in August 2021, that helped bring more visibility and advocacy to donors, and plans to do another similar exercise in 2022. According to this Mobility Tracking and MSNA exercise, there are more than 166,000 internally displaced persons in the Littoral and West regions due to the conflict in the neighboring NW-SW regions.IOM is a key humanitarian partner in Cameroon with several interventions in many areas of the country. In the NW-SW region they include the critical collection and analysis of data on the numbers, situation and needs of affected populations. This data is shared with the humanitarian community and government partners to inform humanitarian assistance and response programming.Under the direct supervision of the Emergency Coordinator in Cameroon, and the overall supervision of the Chief of Mission for IOM Cameroon, the Programme Officer will coordinate and implement the Displacement Tracking Matrix (DTM) project in the South-West (SW) and North-West (NW) regions of Cameroon.
Core Functions / Responsibilities:1. Coordinate and supervise the implementation of Displacement Tracking Matrix (DTM) operations in the South-West, North-West, West and Littoral regions of the country, supervising and monitoring field assessments to gather timely information about displacement movements and trends, multisectoral conditions and needs of displaced populations, sudden displacement movements of people, and other required information using multi-layered data collection techniques.2. Review existing DTM mechanisms and tools, including mobility tracking, displacement alerts monitoring and needs assessments, and contribute to the development of new DTM methodologies and tools, based on information needed by humanitarian partners and other relevant actors, in close collaboration with the DTM Unit at IOM Headquarters (HQ) and IOM Regional Office in Dakar.3. Participate in training sessions and workshops on DTM data collection for Multi-sectoral Needs Assessments and alerts as well as lessons learned exercises, on a regular basis, providing staff and Implementing partners with guidance on technical and soft skills. Organize specific capacity-building activities on topics related to DTM and internal displacement such as impact on receiving populations and human rights concerns.4. Support gender, disability and protection mainstreaming in DTM activities and methodologies, with particular attention to women/girl’s and children’s rights issues by gathering gender and protection enhanced data in close coordination with specialized protection staff.5. Produce/generate DTM reports, and information products as needed, including, but not limited to, mobility tracking, displacement alerts monitoring and needs assessments, maps, and other relevant products.6. Supervise the Information Management and project assistants to compile, analyze DTM data and produce displacement reports and information products; ensure timely coordination and scheduling of field visits (sites to be monitored etc.) in line with the budget.7. Monitor the work of implementing partners (IPs) deployed in the four regions to facilitate the proper and timely implementation of data collection activities, including supporting the planning by the implementing partners when necessary to facilitate the feasibility of their activities (deployment plan of enumerators, collection plan) and the supervision of the IPs coordinators’ work; travel regularly to field locations to provide technical support to enumerators working under the supervision of IOM’s implementing partners.8. Facilitate the provision of timely, accurate, standardized, and adequate information to relevant stakeholders (humanitarian as well as transition/recovery actors) regarding displacement situation, new displacements, mobility trends, and conditions for return/relocation areas paying special attention to the situation of vulnerable groups including children, elderly, and disabled persons.9. Ensure that data collection, analysis and sharing adheres to IOM Data Protection Principles, including anonymity of data, informed consent, and third-part transfer principles.10. Provide technical inputs to support fund-raising activities by the Country Office, as well as the preparation of project proposals and the provision of briefings to donors.11. Check if donor reporting of DTM projects, including interim and final reports, are updated or developed.12. Maintain effective working relationships with district and provincial Governmental authorities, United Nations agencies, International Organizations and non-governmental organizations (NGOs).13. Participate in relevant coordination platforms including the Area Inter cluster coordination and maintain appropriate and effective coordination and information exchange with national/local authorities, state institutions, donor representatives, civil society, and other relevant stakeholders.14. Attend all security meetings and in close coordination with the Local Security Assistant (LSA) in the country office, report significant security issues and incidents to the Chief of Mission. Coordinate closely with the Area Security Coordinator and United Nations Department for Security and Safety (UNDSS) in the Region, and relevant stakeholders for the security of IOM staff members and properties as well as Implementing partners.15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management, or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.
Experience• 2 years of experience in coordinating assessments, information management or similar is required;• Experience in information management in humanitarian contexts and emergencies is desirable;• Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment is highly desirable; and,• Experience in coordinating field activities and managing a team is required.
Skills• Proven advanced skills and experience in data management;• Proven proficiency in at least two of the following: Microsoft Office (Word, Excel, PowerPoint, Publisher), statistical software (Stata, SAS, R, SPSS, or KoboCollect), or Geographic Information Systems software (ArcGIS or equivalent);• Proven knowledge of GIS is desirable;• Proven advanced skills in Microsoft Excel and/or Access is an asset;• Proven advanced knowledge of statistical tools (SPSS, R or Stata) is an asset;• Proven knowledge of design of tools like Adobe Creative Suite (Illustrator, Photoshop, InDesign) is an asset;• Proven Advanced skills and experience in software development is an asset;• Knowledge of IOM/UN regulations, policies, and procedures.
