Context:
Under the overall supervision of the Head of Programmes and Operations, the direct supervision of the Displacement Tracking Matrix (DTM) Programme Coordinator and in close coordination with the DTM GIS/IM officer and the Head of Sub-Office in Pemba, the successful candidate will be responsible for supporting all aspects of the DTM programme implementation in Cabo Delgado and Nampula.
Core Functions / Responsibilities:
1. Support the DTM Programme Coordinator in the management of DTM operations in Cabo Delgado and Nampula, including the production of reports and flash updates as well as staff management.
2. With support and guidance from the DTM Coordinator, represent DTM in meetings and engagement with partners and local authorities on matters related to displacement data collection and management. Participate in and present information at coordination meetings related to DTM.
3. Supervise the implementation of field assessments and products, involving multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows and returnee assessments.
4. Participate in the development, management and training of mobile (digital) data collection tools in alignment with the DTM Country operational plan and in close coordination with the overall DTM coordinator and the GIS/IM country officer.
5. Recommend areas for improvements and propose solutions to improve data collection, effectiveness and efficiency of the methodology and the processes to maximize performance and contextualization of DTM field activities;
6. Responsible for drafting information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.
7. Support data management activities, including data mapping, encoding, storing, processing and analysis, specifically in relation to GIS.
8. Assist in managing the field reporting mechanism used by the DTM operations in Cabo Delgado and ensure that daily updates are cross-checked with the field teams and both uploaded and disseminated on a daily basis.
9. Support the IM/GIS officer to identify availability of relevant datasets, data and information gaps, and support the design of effective solutions to meet IM needs in an accurate and timely manner.
10. Collaborate closely with IOM Programme Units and humanitarian and transition partners to contribute to optimizing the utility and impact of DTM.
11. Support building the capacity of the DTM field staff and casual laborers, and propose ways to improve data quality and building the capacity of DTM partners and government authorities.
12. Facilitate the integration of gender perspectives and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within DTM activities.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in in Information Management, Geographic Information Systems, Computer Science or a related field from an accredited academic institution with  two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in project implementation in a humanitarian context;
• Experience working on issues such as migration, displacement, and humanitarian assistance;
• Experience in data collection, research, and report writing;
• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
• Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
• Knowledge of ESRI ArcGIS and other GIS-related software; is an advantage;
• Knowledge of data protection guidelines and principles.
Skills
• Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);
• Knowledge of graphic design using Adobe suite of tools;
• Expertise of data collection tools e.g. Kobo and ODK.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French, and/or Spanish is an advantage.
