Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
Under the overall supervision of the Emergency Coordinator and direct supervision of the Programme Manager (Shelter/NFI), the successful candidate will be in charge of the logistics management of the Shelter/NFI (Non-Food Items) pipeline items stored by IOM in Mozambique. S/he will be based in Pemba but will be roving across Mozambique as needed.
Core Functions / Responsibilities:
1. Assist the Shelter/NFI Programme Management Team in the direct implementation of the IOM Mozambique’s Shelter/NFI Programme.
2. Ensure timely and adequate implementation of the Shelter/NFI Programme activities in line with the Shelter/NFI program strategy, programme guidelines, targets and deadlines, including assessment, pipeline management, IOM’s direct distribution, Cash for Work, and post distribution monitoring.
3. Provide regular and detailed reports to the Emergency Coordinator and the Shelter/NFI Programme Manager on the implementation of the programme, including progress reports, beneficiary lists in locations, and staff/volunteer activities to enable the implementation of the programme as planned.
4. Produce documents necessary to implement IOM shelter/NFI programmes, including
Standard Operating Procedures (SOPs), reporting templates, material specifications, drawings, and other technical documents.
5. Liaise with Implementation Partners (IPs, including pipeline partner), monitor IP’s programme progress, and follow up as necessary to ensure timely and quality data/reports received.
6. Undertake field visit and liaise with counterparts as per programme requirements.
7. Compile and draft shelter program beneficiaries’ stories.
8. Ensure close coordination with local government authorities in all phases of the programmes implementation.
9. Ensure that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the programme implementation.
10. Ensure donor visibility in all of the activities of the Shelter/NFI Programme.
11. Represent the IOM Shelter/NFI Programme in the Shelter/NFI Cluster, donor, and Government meetings and establish partnerships with relevant stakeholders. Take minutes of the meeting and keep track of those meetings for filing and reporting purposes.
12. Undertake duties delegated by the respective supervision, hold self-accountable in completion of assigned task and manage resources efficiently.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master degree in Management, Supply Chain Management, Business Administration, Civil Engineering, Architecture, International Economics, Development or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in supply-chain management, logistics, operations or in the field;
• Experience in emergency, project implementation, management including project monitoring and reporting is an advantage;
• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email.
Languages
Fluency in English is required. Working knowledge in Portuguese is an advantage.

Other:
Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
The appointment is subject to funding confirmation.
Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
