Context:Under the overall supervision of the Head of Programmes & Operations and the direct supervision of the Programme Support Officer, and in close coordination with the ProgrammeManagers and Head of Sub-Offices, the successful candidate will be supporting aspects of project development and Monitoring and Evaluation activities of IOM programmes specific to Mozambique and as part of the Programme Support Unit (PSU) team.The Monitoring and Evaluation Officer (Compliance) will provide technical support with respect to monitoring and evaluation (M&E) guidance and recommendations to participate in ensuring that the M&E systems meet the needs of programs and senior leadership and are in line with the specific donors’ requirements.
Core Functions / Responsibilities:1. Assist with Project Development processes in line with IOM’s Project Development Handbook.2. Provide inputs for the development of new programs/projects according to IM and donor procedures, when needed, and draft specific sections of project funding submissions/proposals and appeals.3. Provide technical support at the proposal development stage and during the development and revision of results frameworks and log frames.4. Analyze, draft specific elements of, compile and/or review monitoring reports, highlight the causes of potential bottlenecks in project implementation and suggest corrective actions; disseminate M&E findings to relevant stakeholders in the Mission and other IOM offices and departments.5. Flag and bring to the attention of the project manager or supervisor delays or challenges inregard to compliance issues with donor, M&E, reporting or other requirements.6. Review the information and data collection tools and provide technical assistance for information and data collection processes.7. Compile inputs for the development of internal and external programme evaluation assessments.8. Attend the UN’s Monitoring and Evaluation Reference Group, as required.9. Organize regular training/learning, capacity building and mentorship sessions on M & E and Accountability to Affected Populations for project staff and partners.10. Participate in specific monitoring visits to project locations as assigned.11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Demography or Social Science, International Relations, Statistics or a related field from an accredited academic institution; or• University degree in the above fields with two years of relevant professional experience.
Experience• Experience with logical framework approach and facilitating learning- oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;• Experience in project development, quantitative and qualitative M&E methods, data analysis, reporting and understanding of contemporary trends and innovations in the field of monitoring, evaluation, accountability and learning (MEAL); experience in the data collection, analysis, design and implementation of monitoring and evaluation plans in small-scale grants, preferably with experience in the field of research, monitoring and/or evaluation;• Experience with strategic planning approaches, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing;• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;• Prior experience in working in a program is an asset;• Familiarity with the region is an advantage.
Skills• Experience and in-depth knowledge of project development and IOM’s Project Development Handbook is a key asset;• Extensive background in research is an asset;• Sound knowledge of development program planning and implementation objectives;• Proven ability to understand, develop and implement administrative and financial control procedures;• Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, kobo toolbox, ODK and report writing;• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.
