Second tier candidates include:

Under the overall supervision of the Head of Office, the direct supervision of the Displacement Tracking Matrix (DTM) Coordinator, the successful candidate will be responsible for overseeing all aspects of the coordination and implementation of GIS and information management support requirements related to the implementation of the DTM.
Core Functions / Responsibilities:
1. Oversee, coordinate, and manage effective Geographic Information Systems (GIS) in the context of DTM implementation, including the production of GIS-related products both for operational purpose and information sharing and dissemination.
2. In close coordination with the DTM Coordinator, develop, implement and provide training for mobile (digital) data collection tools, in  alignment with the DTM Country operational plan.
3. Assist in managing all databases used by the DTM Country team, and ensure that daily updates are cross-checked with the field teams and both uploaded and disseminated on a daily basis.
4. Train and support staff on GIS-related requirements for data collection and management, surveys,  assessments, and the maintenance  of database systems.
5. Supervise  data collection processes and data management activities, including data mapping, encoding, storing, processing, and analysis,  specifically in relation to GIS.
6. Contribute to the development of master lists of assessment location areas (IDP sites, locality administrative areas) and, through coordination with the DTM Programme Officer, check that all target areas have been covered by the DTM field teams for every round.
7. Identify and analyse existing GIS systems and structure capacities, availability of relevant datasets, and data and information gaps. Design effective solutions to meet GIS-related needs in an accurate and timely manner.
8. In coordination with the DTM Coordinator, design, develop, and maintain systems required for geodatabases and other spatial data infrastructures for better information management, including data collection activities, data analysis and processing, and production of various types of information products.
9. Establish and maintain strong partnerships and regular liaison with key stakeholders in relation to GIS such as the Information Management Working Group (IMWG), GIS unit from other clusters and the information management structure of implementing partners.
10. Liaise with relevant authorities, United Nations (UN) agencies, NGOs and other stakeholders at the hub level on issues related to GIS.
11. Identify gaps in GIS-related data and information relevant to the implementation of projects and contribute to the preparation of project proposals aiming to address such needs.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in in Information Management, Geographic Information Systems, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Experience of the use of GIS in emergency operation context;
• Expertise of ESRI ArcGIS and other GIS-related software;
• Knowledge of Relational Database Management System (RDBMS), and MS Office applications;
• Knowledge of data protection guidelines and principles
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French and/or Spanish is an advantage.
