Context:
Under the direct supervision of the EU-IOM Joint Initiative for Migration Protection and Reintegration (EUTF) Programme Coordinator in Ethiopia, and under the technical supervision of the Regional Data Hub (RDH) in Nairobi, and in close liaison with the Migration Management Unit (MMU) the successful candidate will be responsible for coordinating and implementing the information management initiatives under the EUTF programme, including the roll out of IOM’s Migrant Management Operational Systems Application (MiMOSA) version 7.5, Migrant Response Centers (MRCs)’s data collection activities, provide technical support for data collection, management, and analyze of related mixed migration data sources, as well as research and assessment efforts as defined by the JI programme and EUTF overall migration management portfolio.
Core Functions / Responsibilities:
1. Support the roll out and application of MiMOSA 7.5 in Ethiopia, in particular for the use in EUTF funded migrant protection and reintegration programming, in close coordination with the Headquarters (HQs) and Regional Office (RO).
2. Oversee and assist the relevant units with the compilation of regional case management data, including for regular reports required by IOM HQs as well as donors.
3. Provide technical guidance and support/train Migration Protection and Assistance (MPA) field staff in information management. Support the expansion and ensure consistent use of MiMOSA across the mission, in line with relevant instructions and internal guidance notes.
4. Contribute to the development of data reports and data output functionality for MiMOSA (including monthly quantitative reports), meeting the requirements of internal and external stakeholders; work to include migrant assistance data in visual analytic applications.
5. Develop ad hoc migrant assistance data collection activities to ensure accurate and reliable data is collected, stored, and submitted in a timely manner to be further processed.
6. Participate in the effective implementation of the migration management portfolio; ensure regular monitoring as per agreed timelines; draft project status and progress reports.
7. Provide guidance for the effective use of the designated information system, including portals and application tools, and other databases to manage the implementation of information management mechanism.
8. Coordinate the development and enhancement of the integrated, methodology for data collection, analysis, and visualization as required and needed by relevant units working on migrant protection and reintegration.
9. Supervise the JI IM team (database and Information Management (IM) Assistants) in assigning tasks and making sure their performances are optimized.
10. Regularly liaise and coordinate on EUTF IM efforts and overall MPA data processing, managing, and analysis initiatives with the Regional Data Hub (RDH) to facilitate synergies and support the establishment of a regional migration flow baseline.
11. Contribute to capacity building efforts to strengthen governmental bodies to collect, manage, and analysis of migration data sources at the local and national levels.
12. Regularly coordinate with the DTM programme and MMU unit to maximize data triangulation, data sharing, analysis and narrative of the migration trends at the country and regional level.
13. Ensure that the implementation of the information management systems and application adhere to Information Technology and Communication (ITC) Policies and Standards.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate information products;
• In-depth knowledge of the latest technological developments in information technology and information system;
• Experience with data processing and mapping in ArcGIS platform and with Adobe Creative Suite (particularly with Adobe Illustrator);
• Experience in the development and management of databases and applications;
• Experience of other information management work desirable, including data verification, validation, classification, and transformation as well as data warehousing;
• Demonstrated ability for leadership in the context of partnership building and consensual decision-making;
• Proven skills to analyze statistical information;
• Ability to formulate IM-related technical requirements and Operating Procedures;
• Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
• Ability to compile and holistically analyze diverse datasets;
• Experience with handling confidential data;
• Demonstrated team-building and information management skills;
• Demonstrated understanding of different data collection methodologies;
• Knowledge and understanding of relational data theory;
• Experience in advanced data visualization and information design skills;
• Ability to work in a multicultural environment.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish, Arabic and/or Ethiopian local languages is an advantage.
