Context:
Chad continues to see significant migratory movements through northern Chad. From the Faya hub, IOM Chad operates a number of projects, including Assisted Voluntary Return Programmes, peacebuilding, community stabilization and humanitarian assistance. While every project has a dedicated Project Manager based out of Ndjamena. Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency and Stabilization Coordinator, the successful candidate will be responsible for the coordination of the activities implemented by the different teams within the area of responsibility of Faya and the administration of the sub-office.
Core Functions / Responsibilities:
1. Administer the day to day sub-office management, including the maintenance and functioning of the office.
2. Support the Project Managers in overseeing the day to day activities implemented out of the Faya sub-office.
3. Maintain good relationships with local authorities and partners and organize meetings for the Project Managers, Chief of Mission and donors as may be required.
4. Report any sudden changes to the overall migration dynamics in Faya or the wider north and flag any arising issues to the respective project managers.
5. Participate in specific monitoring exercises as assigned.
6. Conduct preliminary analysis of the overall situation and raise arising issues within the hierarchy to the required project or unit.
7. Keep track of different workplans established within the sub-office to avoid overlap and meeting of goals.
8. Flag and bring to the attention of the project manager delays or challenges in regard to compliance issues with the donor requirements.
9. Participate in specific field monitoring missions as required.
10. Provide administrative backstopping support for the Project Manager or the Project officers.
11. Prepare inputs for project development according to specific needs and situation analysis in accordance with IOM project development standards in close coordination with the Chief of Mission.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences, Agricultural Engineering or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Significant experience in reporting with donor’s requirements;
• Significant experience with rural development, ideally in the field of productive asset management;
• Experience in challenging hard-ship posts;
• Experience in mentoring and staff development;
• Significant experience in application of IOM rules and procedures, especially concerning administration and procurement;
• Experience with project development and donor liaison.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and working knowledge in French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
