Context:Under the overall supervision of the Director General, the direct supervision of the Chief of Staff and in close coordination with the Regional Directors in Africa, as well as Senior Regional Advisers (SRAs) for Sub-Sahara Africa (Focal point) and Middle East and North Africa (MENA), the Director, Special Liaison Office in Addis Ababa will lead IOM’s engagement with the African Union and the UN Economic Commission for Africa (UNECA), be accountable and responsible for the following duties:
Core Functions / Responsibilities:• Strengthen IOM relations with Africa Union Commission (AUC), regional economic commissions (RECs), United Nations Economic Commission for Africa (ECA) and Diplomatic Missions accredited to AUC and UNECA, as well as the Non-Governmental Organizations and academia, through contributing to their improved understanding of Migration issues, facilitating Continental and Regional Migration Dialogues.• Ensure comprehensive inclusion of migration into developmental, political, social, humanitarian and peace and security policy agendas of the African Union, notably its 2063 Development agenda.• Mainstream migration into multilateral and inter-agency initiatives focusing on Africa, including within the realm of UN Reform at the regional level.• Advocate for and promote the Continental, Regional and International processes and dialogues on migration undertaken by AUC and ECA. Stimulate, catalyse, and coordinate as appropriate, Continental, and Regional initiatives addressing migration challenges.• On the basis of AUC and UNECA continental strategies and Plans of Action, formulate and develop Programmes/Work plans in coordination with and under the guidance from Regional Offices, the Senior Regional Advisor for Sub Saharan Africa (SRA SSA) and Departmental Directors at HQ to address the migration dynamics in the Continent, and lead joint resource mobilization for agreed programmes and projects with respective entities.• Perform liaison functions with all RECS and their focal points on matters related to meetings in Addis Ababa, in particular those related to the AU and its humanitarian, development and peace and security agenda, in close liaison and collaboration with the Regional Directors.• Lead efforts to contribute to improved understanding of IOM’s Strategic Vision, Continental Strategy and Regional Strategies in Africa, and influence messaging and actions, by the relevant multilateral stakeholders, in accordance with the Constitution Council Resolutions.• Lead IOM’s engagement in continental and international processes and dialogues on migration relevant to AUC and ECA under guidance and in coordination with Regional Offices, Senior Regional Advisers (SRAs), notably the SRA SSA and Departmental Directors at Headquarters (HQ). Ensure inclusive participation of stake holders in these initiatives.• Liaise with Regional Offices, SRAs and relevant Departments at HQ to ensure institutional positions are developed, and represent IOM based on these instructions.• Coordinate, in liaison with SRA SS, IOM’s HQ and regional position in the framework of continent to continent dialogues, notably with EU.• Ensure Chief of Staff, SRAs and Regional Directors in Africa are kept abreast of key decision and new policy directions of the two bodies (AUC and UNECA), relevant events on the Continent, and disseminate to Regional Offices, HQ and Chief of Mission’ (CoMs) in Africa information of particular relevance.• Identify strategic African Union processes for IOM’s engagement, including at the highest level, and represent in close coordination with SRA SSA, IOM in Regional and Continental conferences, meetings and seminars, to position IOM and migration issues in a manner that can advance safe, orderly and regular migration.• Lead coordination with the four AU Centres (Mali, Morocco, Sudan, and Tunis) and partnerships with other relevant AU organs (PAP, NEPAD, APRM, ACERWC, AIR, etc.), working closely with the missions where the centres/organs are located and respective ROs to ensure coherence and effective use of available resources; foster consultation to advance understanding of opportunities and collaboration with the Africa Capacity Building Center (ACBC).• Maintain a respectful office environment free of harassment and retaliation, and promotes the Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEA/SH).• Perform other such duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political or Social Sciences, International Relations, Law, Business Administration, or a related field from an accredited academic institution with fifteen years of relevant professional experience.
Experience• Experience in policy, coordination and liaison activities;• Experience in migration and in liaising with governmental and diplomatic authorities, including with international institutions;• Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions as well as civil society actors; and,• Previous work experience in the Region highly desirable.
Skills• Represents IOM in high-level interactions with clients;• Diplomatically interacts with and advises on interfacing with senior level stakeholders as appropriate;• Develops effective partnerships with prospective donors and other stakeholders;• Establishes and maintains effective working relationships with implementing partners;• Plans activities within the context of IOM’s global core mandate and objectives;• Identifies long-term trends and global political developments that can impact on the core mandates and their executions;• Drives the mobilization of resources to meet IOM’s mandate; and,• Interfaces with senior-level stakeholders to secure support for IOM’s role in the international institutional architecture and resources to meet IOM needs;• Detailed knowledge of migration management issues.
LanguagesIOM’s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient inEnglish and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English or French is required (oral and written).
