| Positioning and reportingThe position is under the authority and direct supervision of the head of the Engagement and Investment department (EID). The EID is responsible for resource mobilisation and grant management at WOAH. It manages the WOAH World Fund, through which WOAH receives voluntary contributions from its Resource Partners. |
| Job purposeThe Resource Mobilisation and Grants Management Officer contributes to the sustainability of the Organisation’s activities by maintaining and increasing the voluntary contributions received from Resource Partners to the World Fund. He/she participates in the implementation of the resource mobilisation strategy and builds strong relationships with relevant Resource Partners as well as contributes to project management in coordination with technical teams. |
| Missions and activitiesResource Mobilisation: – With the objective of sustainably funding WOAH, and its diverse Programmes, the Officer will support the development of a resource mobilisation strategy for WOAH and its 8th Strategic Plan. – The Officer will be responsible to develop and implement funding strategies for One Health, Animal Health and Animal Welfare topics, as well as resource mobilisation strategies for WOAH regions and subregions.Activities will include: – Develop and implement Resource Mobilisation Strategies;Map and analyse the funding environment for specific topics including wildlife health; Advocate for and outreach to new resource partners to WOAH; Develop and maintain close relationships with Resource Partners and actively source new Resource Partners; – Lead negotiations and development of proposals in delegated and competitive funding procedures. In particular, the Resource Mobilisation and Grants Management Officer will be responsible to mobilise resources for the International Alliance against Health Risks in Wildlife Trade (“the Alliance”) including through:. Developing a resource mobilisation strategy for the Alliance; . Assessing the potential of the Alliance members to sustainably fund the secretariat; . Establishing new funding relations with One Health and Wildlife Health donors in the public and private sectors.Grants Management: – With the objective of ensuring continued support from current Resource Partners, the Officer will manage a portfolio of grants from a variety of Resource Partners: – Provide financial management oversight; – Draft and review technical and financial reports to Resource Partners; – Draft and ensure follow-up of contracts/grants/ agreements with Resource Partners; – Work in collaboration with WOAH teams to ensure implementation of grants as per contractual requirements; – Prepare briefing notes for senior management on grants and financial contributions received by Resource Partners; – Contribute to the monitoring of commitments of projects managed through the Department in collaboration with the Budget and Accounting Units; – Highlight issues and potential solutions to senior management regarding active grants;Contribute to the Monitoring & Evaluation of activities in collaboration with other Departments.Support the work of the Engagement and Investment Department: – Prepare working documents and executive presentations; – Provide financial analysis of resource partner accounts; – Facilitate working group sessions; – Participate to the drafting of the minutes for these meetings; – Represent the Department (internally) or WOAH (externally) at meetings, including meetings with Resource Partners and/or thematic meetings and conferences; – Archive key documents managed through the Department; – Draft papers, articles and other relevant informative material for both internal and external publications. |
Expériences / Formation
Qualifications and Experience
– Post-graduate degree (Master’s) in public policy, international affairs, political science, animal/human/public health or a relevant discipline;
– Minimum 7-years experience in resource mobilisation, with demonstrated capacity to develop new donor relationships (public, private and philanthropic);
– 7-years experience grant management of donor-funded projects with more than 10 different resource partners;
– Knowledge of One Health and animal health Donor landscape, in particular for wildlife health.

– Experience in preparing and monitoring budgets and financial commitments;
– Good command of the Microsoft Office Package (Word, Excel, Power Point) and collaboration tools such as Zoom, Teams and Sharepoint ;
– Excellent command of English, with proficiency in a second WOAH official language (Spanish or French). Additional skills Interest in international development cooperation;
– Familiarity with the public health domain is an advantage;
– Knowledge of innovative and pooled financing mechanisms (like multi-donor trust fund).
