Positioning and reporting

The Regional Programmes Coordinator is assigned to the Regional Activities Department (RAD) of the OIE Headquarters and reports to the Head of RAD, under the authority of the Deputy Director General in charge of Institutional Affairs and Regional Activities. He/She is under the direct supervision of the GF-TADs Regional Coordinator and of the Tripartite HQ coordinator.

Context

The World Organization for Animal Health (OIE) is the intergovernmental organization responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules (http://www.oie.int/fr/). The OIE has 182 Members and is present on all continents through 13 Regional and Subregional Representations, that contribute to the effective governance of the Organization by ensuring the delivery of institutional activities at regional level. The OIE is involved in coordination mechanism with other international partners at global and regional levels related to One Health through the tripartite agreement and related to the transboundary animals disease through the global framework for the progressive control of transboundary animal diseases (GF-TADs).

Job purpose

The Regional Programmes Coordinator for the Regional Activities Department will contribute to the improved coordination and implementation of Regional Activities aligned with the OIE 7th Strategic Plan at the Regional and Subregional Representations of the OIE, by supporting the coordination along with the GFTADs regional coordinator and the Tripartite HQ coordinator, organization and follow up of specific GF—TADs and tripartite activities in relation with relevant HQ departments and regional or subregional offices.

Missions and activities

Contribution to the PPR Secretariat activities

  • Participate in the proposal and follow up of annual workplans and annual reports;
  • Contribute to the development and revision of concept notes related to the implementation of the workplans;
  • Engage with other departments of the OIE and key partners to participate in the development of PPR activities;
  • Participate in the organization of regular coordination mechanisms within OIE HQ departments and regional / subregional offices and within GF-TADs framework;
  • Assist in the organization of regional road maps meetings and the follow up of progress and recommendations between meetings;
  • Support the organization of specific technical activities and trainings related to PPR;
  • Provide support for the organization and the reporting of PPR GREN and PPR AC and follow up of recommendations between meetings;
  • Contribute to the preparation of presentations, reporting and institutional communication related to PPR and report to donors;
  • Provide support to the implementation and review of PPR related activities conducted by the OIE at regional and subregional level

Contribution to the FMD working group activities

  • Participate in the proposal and follow up of annual workplans and annual reports;
  • Contribute to the development and revision of concept notes related to the implementation of the workplans;
  • Engage with other departments of the OIE and key partners to participate in the development of FMD activities;
  • Participate in the organization of regular coordination mechanisms within OIE HQ departments and regional / subregional offices and within GF-TADs framework;
  • Assist in the organization of regional road maps meetings and the follow up of progress and recommendations between meetings;
  • Support the organization of specific technical activities and trainings related to FMD;
  • Provide support for the organization and the reporting of FMD GCC and follow up of recommendations between meetings, in particular with regards to the follow up of activities in regions not covered by activities of the FMD working group;
  • Contribute to the preparation of presentations, reporting and institutional communication related to FMD and report to donors;
  • Contribute to the establishment and the follow up of the monitoring and evaluation framework

Coordination of regional tripartite secretariats along with the HQ Tripartite Coordinator

  • Participate in the proposal and follow up of annual workplans and annual reports related to the Regional Tripartite secretariats
  • Organise internal coordination mechanisms for regional tripartite secretariats and relevant OIE HQ departments
  • Assist the regional / subregional offices to liaise with OIE HQ departments for activities related to implementation regional tripartite secretariats workplans.

In addition, the OIE Director General or the Head of the Department may, where necessary, assign to the incumbent any other duties within his or her area of competence.

Expériences / Formation

Qualifications and Experience

Qualifications

  • A graduate degree in Veterinary Medicine or in Veterinary Public Health would be an asset;
  • At least 5 years of professional experience in a national veterinary administration or international organization;
  • Proven working experience in development cooperation, preferably in the agriculture or health sector;
  • Experience in Veterinary Workforce Development would be an asset;
  • Experience in a regional or international environment would be an asset;
  • Experience in management of capacity building programmes;
  • Experience in project management, including M&E and operational planning.

Requirements

Technical skills

  • Excellent command in spoken and written English;
  • Good command of a second OIE official language (French or Spanish);
  • Working knowledge of the third OIE official language (French or Spanish);
  • Strong writing skills;
  • Strong events management skills;
  • Good working knowledge of Microsoft Office.
  • Excellent reporting skills;
  • Proficient in the use of office software (word processing, spreadsheet, internet and e-mail, presentations, and simple databases).

Interpersonal skills

  • Strong organizational and coordination skills (group logistics);
  • Good communication, facilitation, analytical and diplomatic skills
  • Capacity to work in a multi-cultural environment with intercultural sensitivity and respect for diversity;
  • Ability to be thorough and show attention to detail;
  • Flexibility and ability to manage shifting priorities;
  • Highly organised, independent, and a diplomatic professional.

Salaire

Working conditions

  • Salary: 2700/3000€ net/month (commensurate with experience) + benefits (salary exempt of French income tax, annual bonus)
  • Duration: Two (2) years
  • The post is a full-time position at the OIE Headquarters in Paris.
  • It requires long hours in a seated position at a computer, and flexibility to travel internationally.
