Nuffic announces Call for Proposals on Sexual and Reproductive Health and Rights in Mali

Nuffic has announced a call for proposals to support technical and vocational secondary education (post-diploma in fundamental studies – DEF) for strengthening community resilience to sexual and reproductive health and rights.

The Orange Knowledge Program is a 5-year program with the objective of contributing to the sustainable and inclusive development of society, by strengthening the capacities, knowledge and qualities of both individuals and educational establishments, in the field of education and technical and vocational training and higher education. It contributes to the achievement of the objectives of the Netherlands’ development cooperation policy, in which education plays a considerable role.

The proposed project must contribute to the following objectives:

Contribute to universal access to sexual and reproductive health and rights [Objective Sustainable Development (SDG) 3 and 5]
The proposed project must contribute to the following long-term impacts:

Better information and greater freedom of choice for young people in terms of sexuality;
Improvement of public and private health care for family planning, pregnancies and childbirth, including safe abortions.
The following medium-term impacts will contribute to achieving these objectives:

Key organizations for inclusive (sectoral) development in partner countries are reinforced by an influx of skilled workers.

This call for projects is open to secondary and higher education establishments from Mali and the Netherlands. Proposals should also be able to:

Demonstrate good consideration of aspects specific to adolescents and young people and other vulnerable groups such as pregnant women, people disabled or chronically ill;
Demonstrate an ability to develop programs that meet the needs of “Health areas”;
Demonstrate a good knowledge of the targeted communities; identify for example the actors and factors that determine the health of vulnerable populations;
Align and be complementary with the other interventions of the Embassy of Kingdom of the Netherlands, and of the region by associating training establishments and education, regional (municipal) and local authorities, health centers, civil society actors, other Nuffic instruments (TMT, scholarships, alumni);
Target health areas in the Mopti and / or Gao regions, and which may extend by example in health districts or other regions of Mali;
Demonstrate complementarity and cooperation with the private sector or society civil.
Grant applications and applicants must meet the following minimum criteria to be eligible for a grant:

The grant application must be submitted by a Dutch institution for vocational secondary or professional or academic higher education, or a knowledge institution or organization in Country A, potentially surrounded by a consortium. The project must in all case be collaboration between at least one partner from country A and one partner Dutch. All partners in country A must be based in the country (ies) specified in the call. Only the main Dutch partner must be based in the Netherlands.
The grant applicant is in a position to ensure adequate financial management and, because of his experience and expertise in activities similar to those for which the grant is requested can guarantee targeted and real performance activities to achieve impact and results as defined in the request; the applicant must submit the data in the form of a Checklist for Organizational Capacity Assessment (CECO).
The grant applicant may function and operate adequately in the within the framework of the law adopted by the government of the country or countries in question.
The project proposal, the minimum duration of which is one year and the maximum duration of four years must be implemented and established by December 31, 2021 at the latest.
The grant requested does not exceed the maximum amount indicated in the call for grant applications.
Any required co-funding is guaranteed.
The grant application complies with all the specific financial requirements presented in the call.
The grant request complies with the IPC of the country concerned.
