Context

NRC, through its Water, Sanitation and Hygiene (WASH) programme, has opened a drilling unit in CAR since October 2020. This unit consists of a drilling machine (Pat Drill 421) and the required accessories as well as a semi-mobile team managed by a Programme Manager responding to the Head of Programmes as line manager and to the WASH PDM as technical matrix manager. This drilling unit allowed the construction of new boreholes in the areas of Bangui, Kaga Bandoro and Alindao.

The instability in CAR continues to reduce population capacity to access basic social services, including the accessibility and continuity of water and sanitation services. The population’s access to WASH services remains very low in CAR in both urban and rural areas. Hence, the drilling team plays an important role towards the improvement of WASH services access in some areas of the country.

Role and responsibilities

The purpose of the Wash Project Manager – (Mobile Drilling) is to lead the drilling team and contribute to the achievement of CO WASH objectives related to water provision. The following is a brief description of the role.

Generic responsibilities:

  1. Line management for project staff
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant WASH CC projects
  4. Coordinate and manage WASH (with focus on borehole drilling and related)  project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  5. Implement technical direction and ensure high technical quality of projects
  6. Provide regular progress reports to the Area Manager and the PDM
  7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  8. Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
  9. Ensure capacity building of project staff and transfer key skills
  10. Liaise and collaborate with relevant local authorities and other key stakeholders
  11. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  1. Plan, organize and monitor the implementation of borehole related / drilling project activities
  2. Implement trainings and capacity building on relevant topics, including technical how to, behaviour change communication, community mobilisation…
  3. Ensure assessments, including technical ones as well as HLP (house land properties) and safe programming framework, are conducted in displacement/return areas targeted prior drilling works, and then , analyzed and reported.
  4. Ensure the quality of the actions carried out in the field, planning, follow-up on progress, protocols and execution of activities is coherent with the intervention strategy and country and cc strategies. This should be done in collaboration with the PDM , PM WASH/SHLETER, and all Area Managers
  5. Define, share and develop intervention strategies and methodologies of the borehole/ drilling project in collaboration with the field teams and with other relevant teams. Update the draft borehole strategy document in collaboration with HoP and PDM.
  6. Ensure quality of reporting, data and lessons learned documentation in coordination with the drilling team, the PDM WASH/SHELTER, and AMs. Introduce the project to different partners and beneficiaries at the local level. Also maintain contact with WASH actors, State technical services and local authorities.
  7. Support the development of common guidelines and SOPs, including the ones for maintenance and repair of the machine. Develop with the logistic team, and eventually with other NGOs, maintenance plans for driller and related materials.

Competencies

Competencies are important in order for the employee and the organisation to deliver desired results.

Professional competencies:

  • Minimum 3 years’ experience from working as a Project Manager in a humanitarian/ recovery context
  • Advanced degree in Civil or Environmental Engineering or related field or equivalent work experience.
  • Experience from working in complex and volatile contexts
  • Drilling expertise – urban and rural
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/specific skills, knowledge and experience:

  • Fluency in French, both written and verbal
  • Knowledge of the context in CAR is desirable
  • Experience drilling project in CAR, preferably with Pat material
  • Experience working with WASH cluster
