The SAFER Consortium is the result of the merger of the two rapid response consortia, REFLEX (NRC, SI, ACTED) and KCRI (MC and CW), both created in 2018 thanks to the support of ECHO. This recent consortium builds on the lessons learned from more than fifteen years of rapid response experience in DRC. Its five members have significant experience in implementing rapid response programmes. Operational since 2018, the two consortia REFLEX and KCRI have already helped more than 1.8 million people in DRC.

The consortium members are present in all the provinces of the East of DRC and can contractually be deployed to any other part of the Country if an emergency occurs. The Rapid Response – SAFER Consortium needs a strong leadership and coordination function in order to operate effectively and deliver on its vision to be a leading national and global cash and WASH actor that supports the ability of vulnerable, conflict-affected people to cope and recover from shocks and influence national and global policies regarding the use of rapid response interventions in conflict contexts.

The Consortium Director position is hosted by MC, and the position of Deputy Consortium Director position will be hosted by NRC. The Deputy Consortium Director will be part of the Consortium Coordination Unit and will report to the Consortium Director.

Supporting the SAFER consortium will be a Consortium Coordination Unit staffed with technical specialists to advice on program quality and strategy. The Cash & Markets Specialist is one of these positions.

The role of Cash & Markets Adviser will have cross-cutting function, working across and within teams. The incumbent’s role will include (but is not limited to) chairing the Consortium CASH Working Group, being responsible for the development of harmonized systems and tools across the partners to enhance the quality, efficiency, monitoring, reporting and risk management of cash and voucher & voucher assistance interventions. In addition he will be responsible for cross-functional/departmental coordination and capacity building for staff and to support market assessments to inform the design and implementation of SAFER interventions.

The Adviser will report to the SAFER Consortium Director, and will collaborate closely with fellow CCU colleagues, and the inter-agency working group comprising the different working groups.

Duties and responsibilities
  • Compliance and adherence to NRC policies, guidance and procedures
  • Responsible for ensuring programme support to cash & voucher assistance, coordination and technical quality in programme and support
  • Co-chair of the Consortium CASH working group.
  • Provide cash & voucher assistance specific inputs relevant for SAFER strategy and implementation
  • Compliance to donor standards, and grant management and regular reporting to donor in country programme to cash & voucher related matters
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
  • Ensure capacity building of partners on cash & voucher assistance
  • Play a key role in periodic and need-based market assessments to inform project design decisions, whether in a lead role or in support of the Logistics function in a lead role
  • Develop robust risk analysis, risk mitigation/management plans, risk monitoring systems and maintain up-to-date risk register.

Expériences / Formation

Generic professional competencies:

  • Advanced degree in Economics, Econometrics or Business Studies; statistics as a major is advantageous.
  • Documented technical competences related to the position’s responsibilities, with a minimum of 5 years’ relevant experience in a similar role
  • Specific knowledge from the humanitarian sector
  • Previous experience from working in complex and volatile contexts
  • Additional documented experience and expertise as technical specialist or programme implementation related to NRC’s Core Competencies/sectors will be preferred
  • Experience working with vulnerable communities and people (displaced people, women, youth)
  • Strong computer skills – proficiency in Microsoft Office and Microsoft Excel and is mandatory
  • Fluency in French is required, both written and verbal
  • Working proficiency in English is desirable, both written and verbal

Context related skills, knowledge and experience:

  • Experience with cash programming in the development/ humanitarian field in DRC or similar contexts
  • Experience with market analysis in the humanitarian sector
  • Experience with inter-agency coordination in the development/ humanitarian field
  • Very strong analytical skills (experience in collecting and large sizes of analyzing data)
  • Excellent facilitation and presentation skills

Commencement: ASAP
Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 8 in the NRC grade structure (see attached)
Duty station: Goma with 50% Travel to the field, Goma is a non-family posting. International staff members are required to live in joint accommodation.
