The Norwegian Refugee Council (NRC) hiring Regional Human Resources Adviser – Learning & Development, Senegal (National).

Job Description

The NRC Central and West Africa region is composed of country offices in Burkina Faso/Niger, Cameroon, Central African Republic, Democratic Republic of the Congo, Mali, and Nigeria. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict.  Aid workers continue to be affected by security incidents across the region.  Shrinking humanitarian space also places aid workers at a greater risk.  COVID-19 has produced additional challenges in terms of medical evacuations in an already complex context.  The expansion of NSAG has challenged application of International Humanitarian Law by state security forces contributes to risks faced by communities as well as NRC’s staff.

The Central and West Africa Regional Office (CWARO) oversees the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.

Role and responsibilities

The purpose of the HR Adviser is to support the country offices in implementation of HR and administrative systems in accordance with NRC policies and procedures, but with a focus on Learning and Development for the region and its countries. The regional HR Advisor can also on behalf of the Regional Head of HR perform quality and compliance control.

The following is a brief description of the role :

  • Provide advice and technical support on HR related matters to the countries HR and management teams within the country offices of the region
  • Responsible for capacity building of HR Managers in country offices
  • Responsible for planning and conducting HR briefings and HR debriefings/exit interviews for international staff and senior national staff above the Coordinator level in covered Country Offices(COs)
  • Ensure relevant HR processes have been completed prior to recruitment (eg updated job design and job descriptions, agreed grading and comps and bens for the position)
  • Support Country Directors(CD) and the Regional Office(RO) with personnel cases including termination of contracts
  • Act as focal point in the region on Learning & Development (L&D) and support the development and implementation of COs L&D policies & training plans as well as support COs as a co-facilitator for trainings
  • Responsible for monitoring & reporting on regional L&D activities and initiatives (triannual compiled training stratistics, etc.), with a specific focus on NRC’s mandatory trainings
  • Responsible for providing technical support and guidance to HR and management team in country offices on performance management (process & tool) and ensure it is implemented and follow-up in all country offices
  • Develop or revise relevant training modules and materials to be used in the Region and interact with other regions HR for exchange of documentation and best practices
  • Act as a focal point along with HR Coordinator in RO on capacity building and helpdesk support for COs on our new NRC People HRIS
  • Carry out other duties of temporary character appointed by line manager

Generic professional competencies:

  • Minimum 3 years of experience working as Manager/Adviser
  • Experience working in complex contexts/humanitarian/recovery context will be an added advantage.
  • Fluency in French and English, both written and verbal is required
  • Context/specific skills, knowledge and experience:
  • Previous experience in L&D or talent management of at least 2 years
  • Strong HR technical knowledge
  • Previous experience in an HR support/advisory roles ideally within the humanitarian sector will be added advantage
  • Knowledge of the context  the Central and West Africa region will be added advantage
  • Fluency in written and spoken French and English is required.
