NRC recruits 01 Programme Development Manager, Livelihoods and Food Security

NRC is looking for a Livelihoods and Food Security Programme Development Manager (PDM) in Central African Republic.

Central African Republic (CAR) is experiencing a large scale humanitarian crisis, with approximately 400,000 displaced and many more affected. The humanitarian needs of the population are immense; with a long history of conflict and weak governance, the majority of CAR’s population is severely impoverished and deprived of basic services and infrastructure. Human rights and IHL violations are also rife. Civilians have suffered a range of human rights abuses, including killings, the looting and burning of villages, destruction of fields, loss of livelihoods, sexual violence and the abduction and recruitment of children.

NRC has established its country programme in February 2014. Currently, in terms of operations, NRC operates out of three Field offices in the South West (Berberati), Center West (Dekoa), and North East (Ndélé), and the capital office (Bangui). The programme portfolio includes the NRC five core competencies, ICLA (Information, Counselling and Legal Assistance) which focuses on Housing, Land, and Property (HLP) rights, civil documentation, and the protection those affected by displacement through advocacy, training, awareness raising, and direct assistance, Food Security, WASH, Shelter and Education. Interventions are located in the capital Bangui as well as in three Prefectures: Mambéré Kadéi, Kémo and Bamingui Bangoran.

The Food Security Programme Development Manager (PDM) will be responsible for redeveloping the strategy of the Food Security department, securing funding to consolidate them, and for their overall technical management and planning in close collaboration with the other technical program departments. The PDM will also support and manage implementation in close collaboration with the Area Managers of Berberati, Dekoa, and Ndélé.

The Livelihoods and Food Security PDM reports to the Head of Programme.

Job description

  • Develop Food Security strategy, technical SOPs / guidelines and Macro LFAs
  • Compliance and adherence to NRC policies, CC tools, handbooks annd guidelines
  • Responsible of development and manage funding proposal, project budgets and donor reports
  • Overall management of project staff
  • Coordinate and manage Food security (4) projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/ food security cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Expériences / Formation du candidat
  • Minimum 3 years’ experience from working as a Project Manager in a humanitarian and recovery contexts
  • Experience from working in complex and volatile contexts
  • Food Security expertise – associated to both urban and rural livelihood contexts,
  • Expertise in cash based intervention and marked based approaches incl. value chain analysis
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in CAR is desirable
  • Experience with start-up is an advantage
  • Experience with urban programming is essential
  • Experience in project management of at least one of these following sector: Food sec, NFI distribution
  • Experience of managing ECHO grants
  • Skills in monitoring and evaluation
