NRC recruits 01 Livelihoods & Food Security Programme Development Manager, CAR Bangui/Alindao

Background/Context

Central African Republic (CAR) is experiencing a large scale humanitarian crisis, with approximately 700,000 displaced and many more affected.

NRC established its country programme in February 2014. Currently, in terms of operations, NRC operates out of three Field offices in the South West (Berberati), Center West (Dekoa), and North East (Ndélé), and the capital office (Bangui). The programme portfolio includes the NRC five core competencies, ICLA (Information, Counselling and Legal Assistance) which focuses on Housing, Land, and Property (HLP) rights, civil documentation, and the protection those affected by displacement through advocacy, training, awareness raising, and direct assistance, Food Security, WASH, Shelter and Education. Interventions are located in the capital Bangui as well as in three Prefectures:  Mambéré Kadéi, Kémo and Bamingui Bangoran.

As the Food Security Programme Development Manager (PDM), You will be responsible for redeveloping the strategy of the Food Security department, securing funding to consolidate them, and for their overall technical management and planning in close collaboration with the other technical program departments. The PDM will also support and manage implementation in close collaboration with the Area Managers of Berberati, Dekoa, and Ndélé.

  1. Role and responsibilities

The purpose of the Food Security Development Manager is to design, develop and implement Food Security (FS) programme in the CAR Country Operation.

The following is a brief description of the role –

  • Develop Food Security strategy, technical SOPs / guidelines and Macro LFAs
  • Responsible of development and manage funding proposal, project budgets and donor reports
  • Overall management of project staff
  • Coordinate and manage Food security projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/ food security cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Secure funding to consolidate the NRC CAR LFS Core Competency.
  • Design and manage LFS projects, using innovative approaches that lead to enable improved food production and relevant livelihood support.
  • Implement trainings on relevant topics, including market analysis, entrepreneurship, and CTP.
  • Ensure appropriate planning for Multi-Sector Assessments to be conducted in displacement/return areas in order to identify priority needs and provide/trigger responses to identified needs.
  1. Competencies
  • Minimum 3 years’ experience from working as a Project Manager in a humanitarian and recovery contexts
  • Masters degree or similar in relevant field of business development, agriculture, economic recovery or related field of expertise.
  • Food Security expertise – associated to both urban and rural livelihood contexts,
  • Expertise in cash based intervention and market based approaches incl. value chain analysis
  • Fluency in English, both written and verbal
  • Knowledge of the context in CAR is desirable
  • Experience with start-up is an advantage
  • Experience with urban programming is essential
  • Experience in project management of at least one of these following sector: Food sec, NFI distribution
  • Experience of managing ECHO grants
