NRC recruits 01 Information Counselling and Legal Assistance Programme Development Manager

NRC is looking for an Information Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) in Niamey.

The NRC Niger team opened their country office in early 2019. ICLA will be one of the first programmatic responses to be deployed in the field, along with the Youth-Education Programme.
Reporting to the Area Manager, the PDM will be responsible launching and overseeing the implementation of the ICLA program in the Niger.

This is a start-up position – with a shoestring budget. Hiring and training staff from scratch will be necessary, so will it be necessary to find new sources of funding to sustain the program into 2020.
ICLA’s strategic entry point in Niger is to work to address the obstacles to civil documentation and legal identity. ICLA will also slowly learn and develop capacity on Housing, Land and Property (HLP) rights with a view of eventually supporting other humanitarian interventions dependent on access to land and natural resources (livelihoods, shelter, and WASH).

Job description

• Develop ICLA Core Competence (CC) strategy, technical guidance and Macro LFAs;
• Designing and implementing systems to track ICLA activities and register beneficiaries. These tools should be in compliance with and adherence to NRC policies, guidelines, tools, and handbooks;
• Recruitment, training and coaching of ICLA staff on ICLA skills and competences, including the reporting systems and SOPs developed.
• Responsible for the development and management of funding proposals, project budgets and donor reports;
• Overall management of project staff;
• Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements;
• Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups;
• Develop strategic collaboration with other core competencies from the inception phase of the project and attempt to do the same with other organizations, which face LCD and HLP obstacles within their programming.

• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context;
• Expertise civil documentation issues is essential. Niger-specific experience on this theme is even more valuable;
• Experience with securing housing land and property rights, land rights due diligence, and approaches to alternative dispute resolution are all major assets;
• Experience from working in complex and volatile contexts;
• Documented results related to the position’s responsibilities;
• Knowledge about own leadership skills/profile;
• Fluency in French, both written and verbal;
• Valid driver’s license and ability to drive stick-shift;
• Experience with starting up country programs is a major asset.

• Commencement: July 2019
• Duration: 12 months
• Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
• Grade: 9 in NRC’s grade structure.
• Duty station: Niamey, with frequent travels in the field
• Travel outside Niamey is subject to coordination with OCHA and the government and is dependent on changing security conditions, especially for certain roads in the area.
• Recreational and social facilities are ample, and accommodation is comfortable.
• International staff members are required to live in joint accommodation.
