NRC recruits 01 Information, Counselling and Legal Assistance (ICLA) Programme Development Manager Maroua, Cameroon ( Re-advertisement)
NRC is looking for an Information Counselling and Legal Assistance (ICLA) Programme Development Manager!
NRC started operations in Cameroon in April 2017 to respond to the humanitarian crisis that affects this country and has continued to expand into the worst affected and hard to reach areas . NRC runs operations in the Extreme North and more recently in the south and North West regions of Cameroon implementing Education, Food Security, WASH, Shelter and ICLA. The Country Office has been expanding steadily the past one year and the team currently consists of around 80 national staff members.
NRC has been implementing its legal assistance programme in Cameroon since July 2017 and focuses on the thematic areas of civil documentation and housing, land and property rights for vulnerable displaced populations and host communities in the country.
The purpose of the Programme Development Manager is to be responsible design, develop and implement the ICLA programme in Cameroon.
Duties and Responsibilities
Develop ICLA strategy, technical SOPs / guidelines and Macro LFAs
Compliance and adherence to NRC policies, ICLA tools, handbooks and guidelines
Responsible for development and managing funding proposal, project budgets and donor reports
Overall management of project staff and responsible for staff recruitment
Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums and working groups.
Coordinate other program activities such as project reports, follow-up, meetings and report to the Area Manager
Identify and implement appropriate intervention in rural and urban contexts in coordination with others CC’s
Conduct needs assessments in rural areas in Mayo Sava, Mayo Tsanaga and Logone et Chari state in line with NRC’s humanitarian access strategies
Research and analyse the evolving housing, land and property (HLP)and legal identity context in Cameroon and adapt the programme accordingly
Develop approaches and activities ensuring promotion of the Do No Harm principle

Expériences / Formation
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical on legal assistance programming
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the context in Cameroon or Central/West Africa
Knowledge of the legal protection and displacement context in Cameroon
Fluency in French, both written and verbal
Experience with Start-up is an advantage
Salaire

Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 9 in NRC’s grade structure.
Duty station: Maroua, with frequent travels in the field. Maroua is a non-family posting. . International staff members are required to live in joint accommodation.
Approved health certificate will be requested before contract start.
