These attitudes and beliefs shall guide our actions and relationships.BackgroundThe NRC country programme in DRC encompasses four area offices in eastern and central DR Congo and implements five Core Competencies (Information Couselling and Legal Assistance (ICLA), Shelter, WASH, Livelihoods & Food Security and Education), as well as a Rapid Response Programme. Project implementation is challenging in a context of uncertain access due to insecurity, geographical and infrastructure challenges as well as the particular risks of fraud that require additional controls to be put in place.Roles and ResponsibilitiesDevelop the ICLA strategy, technical guidance and Macro LFACompliance with and adherence to NRC policies, guidance and proceduresContribute to fundraising, develop and revise funding proposal, budgets and donor reportsIdentify trends, technical standards and donor prioritiesFollow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementationProvide technical direction and project implementation supportEnsure that key learnings are extracted from ICLA implementation, and incorporate them in the ICLA programme and staff development processesIdentify country programme priorities, problems and challenges from an ICLA perspective and adopt a problem solving approach, solving them in collaboration with other core competencies, support department, and senior managementLead on assessment design and analysis for ICLAAccountable for the assimilation of humanitarian mediation into the ICLA toolbox in DRC, ensuring that staff have the necessary capacity to identify when this is the preferred approach to conflict resolution and that staff can facilitate the processSupport and contribute to multi sector assessments and response designsAssess and analyse context, identify constraints, opportunities, and priorities of the ICLA core competencyIdentify, monitor and evaluate risks, constraints, technical issues related to ICLA implementation for timely action by relevant management authorityQualificationsMinimum 4 years of experience within technical expertise area in a humanitarian/recovery contextExperience from working in complex and volatile contextsCore competency expertiseDocumented results related to the position’s responsibilitiesKnowledge about own leadership skills/profileFluency in French and good command of English, both written and verbalKnowledge of the context in DRC / Great Lakes RegionExperience engaging in/related to legal reform processesExperience in gender issues and programmingExperience from protection and advocacy work within ICLA/legal assistance sectorSolid experience form managing and implementing ICLA-type of responses in both volatile and recovery contextsHigh level of experience in programme management associated to legal assistance, land conflict, and civil documentationStrong capacity in leading proposal developmentBehavioural competenciesWorking with peopleHandling insecure environmentsStrategic thinkingEmpowering and building trustInitiate action and changeAnalyzingTo learn more regarding this role, please click on ICLA SpecialistThis is a Re-advertisement, all candidates who previously applied are kindly requested not to re-apply!What we Offer12 Months of full-time contractA Competitive salary and benefits according to International staff terms and conditions, including contributions to a pension fundGrade: 9 in NRC’s grade structureDuty station: Goma, DR Congo with 50% travel to the fieldStart date : As soon as possibleAn approved health certificate will be requested before the contract start!To apply as an internal candidate, remember to click on the suitcase icon “I am an employee” on the top right of the page to be redirected to NRC’s internal career site”!
