All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability. These attitudes and believes shall guide our actions and relationships.NRC Mali was established in 2013 and is currently implementing RRM, Education, Food Security and Livelihoods, Shelter and Wash, Protection, Humanitarian Mediation, and Information, Counseling and Legal Assistance (ICLA) projects in the central and northern provinces of the country. The operational contexts always present significant legal protection needs for vulnerable displaced populations and host communities, in terms of their access to civil documentation and housing, land and property rights. Given the expansion of the ICLA program in the country and the refining of its Housing, Land and Property (HLP), and Legal Identity strategy, NRC has decided to recruit for an Information, Counseling and Legal Assistance (ICLA) Project Manager who will be supporting the field operations.Roles and ResponsibilitiesCompliance and adherence to NRC policies, guidance and proceduresLine management of project staff and responsible for staff recruitmentContribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projectsCoordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirementsProvide technical direction to ICLA team, and ensure high quality of projectsProvide regular progress reports to the Area Manager and the ICLA Specialist, highlight operational successes and challengesEnsure that projects targets beneficiaries most in need of protection, explore and assess better ways to assist.Coordinate and supervise the ICLA project team and program activities such as project reports, follow-up, meetings and reports to the Area Manager.Coordinate preparation of work plans and progress reports for ICLA teamsExpand and maintain NRC’s network of relevant stakeholders in all operational areasCoordinate establishment of client outreach, screening and identification proceduresCoordinate establishment of case documentation management systemsSupport development and strengthening of synergies between all NRC programsDocument case studies and best practice for facilitating secure land tenure and identity documents for IDPsPrepare presentations and papers demonstrating lessons learnedSupport the preparation of funding proposalsTravel regularly to the project sites (Mopti, Tombouctou, Gao, Menaka, etc.) to support the field teamCarry out thematic assessments in the areas of expertiseQualificationsMaster’s Degree in Social Sciences, Law or any relevant masters in humanitiesMinimum 3 years of relevant experience within field of expertiseTechnical specific knowledge from the humanitarian sectorPrevious experience from working in complex and volatile contextsExperience in working independently in a results-oriented multi-tasking and multi-cultural environmentExperience in managing staffExcellent command in Microsoft ApplicationsDocumented technical competences related to the position’s responsibilitiesDocumented results related to the position’s responsibilitiesKnowledge about own leadership skills / profileFluency in French, both written and verbalKnowledge of English will be a plusKnowledge of the context in MaliPolitical and cultural awareness and experience of working where insecurity is a major issueProven skills in report writingPersonal QualitiesPlanning and delivering resultsWorking with peopleCommunicating with impact and respectAnalyzingHandling insecure environmentsTo learn more regarding this role, please click on  ICLA Project ManagerWhat we offer12 Months of full-time contractA Competitive salary and benefits according to International staff terms and conditions, including contributions to a pension fundGrade: 8 in NRC’s grade structureDuty station: Mopti, Mali with 40% travel to the fieldStart date: 15 May 2021An approved health certificate will be requested before the contract start!
