Central African Republic (CAR) is experiencing a humanitarian crisis, with more than 600,000 internally displaced, and 500,000 of refugees in neighbouring countries, and many more affected. NRC started the current country programme in CAR in February 2014, and is currently operating in five field offices; Berberati in the South West, Dekoa in the Centre West, Kaga Bandoro in the Centre North, Ndele in the north, Alindao in the southeast, as well as the capital office in Bangui.

The security situation is highly volatile and very difficult to predict. NRC’s geographical areas of intervention are stable at the moment but it is difficult to predict if they will remain stable, even in the short term.
The programme portfolio includes all five core competencies of NRC.  ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter and Education, Mediation, as well as Protection and Community Based Planning programmes.

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes.

 

Duties and Responsibilities

Line management for Core Competence Programme Development Managers
Member of the Country Management Group (CMG)
Compliance with and adherence to NRC policies, guidance and procedures
Provide programme input to Country Strategy and Plan of Action
Development of Core Competency strategies
Development of holistic and needs based programmes
Identify funding opportunities, develop funding strategies and forecasts
Grants management, BPO allocations and reporting to donors, including compliance with donor standards
Quality control, M&E and organizational learning
Capacity building of all technical staff
Ensure regular assessments are carried out and response plans to new emergencies in areas where NRC has operations and conduct needs assessment in new areas according to opportunity
Ensure mechanisms for Communications with Communities and Accountability to Affected Populations are developed and expanded
Responsible for ensuring quality in protection and gender mainstreaming

Expériences / Formation

Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
Experience from working in complex and volatile contexts
Core competency expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Fluency in French, both written and verbal
Knowledge of the context in central Africa (CAR is an advantage)
Experience in programme strategy development
Experience in Project Cycle Management
Experience in grants management
Experience in M&E management
Demonstrated knowledge of protection mainstreaming and Accountability to Affected Populations
Demonstrated experience in representation and advocacy

Salaire

Commencement: October 2020
Duration: 18 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Grade: 11 in NRC’s grade structure.
Duty station: Bangui with  40% travel to the field.  Bangui is a non-family posting. Travel outside Bangui is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
Approved health certificate will be requested before contract start.
