From our four field offices in Mali, Gao, Timbuktu, Mopti, and Kidal, and through our programs (Education, Wash & Shelter, Food security, Legal assistance, and also a dedicated emergency response mechanism), NRC strives to meet the basic needs of millions of people affected by violence and displacement. In order to do this, we are completely dependent on employing dedicated and skilled staff.

we are looking for an enthusiastic Emergency Response Manager to coordinate and lead the country emergency response initiatives.

This strategic position is responsible to lead the program development of the emergency response and ensure quality implementation, in close coordination with the core competencies specialists. The role is also responsible to allocate and capacity needed resources for the emergency.

The Emergency Response Manager is mainly responsible for external coordination, technical development of the RRM (Rapid Response Mechanism) consortium, to enhance sectors of expertise and current partnerships, as NRC is leading the technical and coordination aspects of the RRM in Mali.

Generic responsibilities

  • Ensure effective coordination and communication among RRM members, technical committees, programmatic, and finance/support teams across partners, donors, and other stakeholders.
  • Coordination is one of the key elements of the position.
  • Coordinate with consortium members to ensure high-quality implementation of activities,
    compliance with donor and consortium rules, and accountability to beneficiaries.
  • Act as a focal point for the RRM consortium. Represent the consortium to external stakeholders – donors, government, coordination bodies, and local and international NGOs.
  • Develop strategy, technical guidance, and SOPs for the emergency response which will be approved by all RRM partners.
  • Developing robust emergency setups based on appropriate needs analysis with an integrated program approach.
  • Responsible for developing and quality compliance of all donor proposals, budgets, and donor reports related to Emergency response.
  • Contribute to the development of macro LFAs reflecting the emergency response strategies and approach.
  • Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes.
  • Ensure systematic training and build the capacity of technical staff, both internally and through the RRM partners.

Compliance and adherence to NRC policies, guidance, and procedures.

Specific responsibilities

  • Engage with advocacy actors to advance the objectives of the consortium and share relevant information from the humanitarian watch system. Ensuring that Emergency programs address both programmatic and relevant policy issues.
  • Support learning across member organizations (and possibly the wider international community) to improve grant effectiveness and better emergency response to the needs of beneficiaries.
  • Develop access strategy, good practices, and lessons learned.
  • Promote holistic ‘RRM’ solutions and strategies, within NRC, RRM, and the wider humanitarian community.
  • Work closely with consortium members (and Steering Committee) to solve problems that may arise during implementation.
  • In close collaboration with the M&E Unit, ensure the development of quality control and monitoring/evaluation standards for the emergency response.
  • Ensure that the existing SOPs supporting the implementation of the emergency responses are relevant to the identified needs and review if necessary in line with the NRC procedures.
  • Ensure Emergency programs and RRM evolves to remain relevant to the changing context.
  • Be the focal point of the CO (with the support of the HoP) for strategic initiatives related to the emergency at CO, RO, and HO level.

Expériences / Formation

Qualifications
  • Post-graduate with a minimum of 5 years of experience in a humanitarian context (in complex and volatile context)
  • Emergency Response expertise
  • Experience in coordination with various stakeholders (INGOs, donors, Clusters, UN agencies)
  • Strong communication, interpersonal, facilitation, and diplomatic skills, including the professional credibility to provide coordination and sometimes guidance to member organizations
  • Strong managerial and interpersonal skills
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and French, both written and verbal
  • Knowledge of the Malian context (especially central and North Mali)
  • Experience with external coordination with specific responsabilities
  • Experience with external representation

Salaire

Commencement: ASAP
Duration: 12 months
Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
Level: Grade 9 in NRC grade structure
Duty station: Bamako, with 20% travels to the field.
An approved health certificate will be requested before the contract start.
