The NRC Niger team opened their country office in early 2019. Education PDM will be one of the first programmatic responses to be deployed in the field, along with the ICLA Program.

The Program Development Manager (PDM) will be responsible launching and overseeing the implementation of the Youth Education program in the Niger.

This is a start-up position – with a shoestring budget. Hiring and training staff from scratch will be necessary, so will it be necessary to find new sources of funding to sustain the program into 2020.

 Role and responsibilities

Take the leadership on the start- up of education activities

Support in the recruitment of Education staff and development of their work roles and responsibilities

Identify country program priorities, problems and challenges from an Education perspective

Develop project proposals and budgets for new projects

Develop technical tools, procedures and documents to implement new projects

Ensure collaboration with other core competencies, support departments, and senior management

Lead on assessment design and analysis for Education, particularly youth programming

Develop the youth component of the education program

Support and contribute to multi sector assessment and response designs

Assess and analyses context, identify constraints, opportunities, and priorities of the Education core competency.

Expériences / Formation du candidat Qualifications, competences & experience:

  • Minimum 3 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Technical Education expertise
  • Documented results related to the position’s responsibilities
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, Unicef, NMFA, Sida, and Norad)
  • Strong capacity in leading proposal development
  • Experience with start-up of programmes
  • Experience in implementation and managing of education projects in emergency settings as well as in early recovery
  • Experience in programme management associated to education in emergencies, safe school declaration, youth programming and accelerated education
  • Experience as a teacher or a trainer is an asset.
  • Experience from protection and advocacy work within Education sector.
  • Experience from Education monitoring and analysis with ability to devise and adapt tools to context
  • Experience from leading multi sector assessments and analysis
  • Ability to work closely together with other field staff and across sectors
  • High level of communication, representation, flexibility, and negotiation skills
  • Knowledge about own leadership skills/profile
  • Fluency in French, both written and verbal

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.

Grade: 9 in NRC’s grade structure.

Duty station: Niamey, with frequent travels in the field. Travel outside Niamey is subject to coordination with OCHA and the government and is dependent on changing security conditions, especially for certain roads in the area.

Recreational and social facilities are ample, and accommodation is comfortable.

International staff members are required to live in joint accommodation.

Approved health certificate will be requested before contract start.
